Witnessing the solid growth and surplus ofLao-Vietnamese trade

Laos and Vietnam have been cooperating with each other as good neighbors since the ancient time. When we look back at our long history of great friendship, since the liberation of our two countries, we have been nurturing these good relations in a continuous manner. Our special relations are well reflected in the sayings of the two great leaders. President Ho Chi Minh said that “Love between Laos and Vietnam is deeper than the depth of Mekong can ever compare.” President Kaysone Phomvihane also said that “as long as the Mekong and the Annamite Range still stand, Lao-Vietnamese brotherhood will never be apart.” In 2020, Laos and Vietnam celebrated the 58^th anniversary of their diplomatic relations on September 5 and the 43^rd anniversary of their Treaty of Friendship and Cooperation on July 18. Both events highlighted outstanding achievements of the two countries derived from great cooperation which has been strengthened continuously.

When we look back at the trade statistics between Laos and Vietnam during the past 15 years from 2004 to 2018, the number had been growing steadily from just 188 million US dollar between 2004 and 2006 to 3.537 billion US dollar between 2016 and 2018, increased for 19 times. Such rapid growth of trade between Laos and Vietnam has augmented the overall trade coverage between Laos and every country up from nearly 8% between 2004 and 2006 to approximately 12%. Currently, Vietnam is ranked 3^rd after Thailand, which is witnessing a drop of the overall trade coverage, and China, which is experiencing a rapid growth in trade as well. What is more important here is trade balance. Despite a relatively low value of export to Vietnam, the number went up sharply from 2004 to 2012 before experiencing deficit, especially between 2010 and 2012. Since 2013, Lao export to Vietnam has been rising dramatically, particularly in mineral resources and agricultural commodities, such as rubber, coffee, corn, cassava, rice and cattle. Whereas export value between 2016 and 2018 reached 2.146 billion US dollar, went up for 18 times when compared with the number between 2004 and 2006, import in the same period witnessed a slower growth. Therefore, Laos has been enjoying trade surplus with Vietnam in recent years. Such positive trade balance has contributed to addressing the chronic Lao-Thai trade deficit.

In the mid of this difficult time due to the global COVID-19 pandemic, Mr. Thongloun Sisoulith, Prime Minister of the Lao PDR, together with his high-ranking delegation paid a visit to Vietnam from July 5 to 6, 2020 and met with the Vietnamese Prime Minister, Mr. Nguyen Xuan Phuc, and other leaders of the Vietnamese party and government. Both sides highly valued each other’s COVID-19 preventive measures, while discussing on how to recover their economies after the pandemic. In the future, projects surveying and developing infrastructure in order to improve connectivity, especially the 707-KM Vientiane-Hanoi Expressway costed 4.5 billion dollar, and 270-KM railway project (150KM on the Lao side and 120KM on the Vietnamese side) running from Thakhek District, Khammouan Province, to the Vietnamese border and connect to the Port of Vung Ang, Ha Tinh Province, in the central part of Vietnam, which started their survey in October 2019, are expected to begin construction in the end of 2021 and will be completed in 2024. Once all these large projects finish, it is believed that Lao-Vietnamese trade will continue to grow much faster than before.
