ບໍລິສັດໄຟຟ້າຫົງສາຈໍາກັດເປັນບໍລິສັດທີ່ດຳເນີນທຸລະກິດດ້ານການຜະລິດກະແສໄຟຟ້າ ແລະ ເປັນໂຮງໄຟຟ້າພະລັງງານຄວາມຮ້ອນຈາກຖ່ານຫີນລິກໄນແຫ່ງທຳອິດຂອງສປປລາວທີ່ມີກໍາລັງການຜະລິດ 1.878 ເມກາວັດໂດຍລັດຖະບານແຫ່ງສາທາລະນະລັດປະຊາທິປະໄຕປະຊາຊົນລາວ ເປັນຜູ້ອະນຸມັດສັນຍາສຳປະທານ, ເນື້ອທີ່ສໍາປະທານທັງໝົດ 76,2 ກິໂລແມັດມົນທົນແລະມີອາຍຸສໍາປະທານ 25 ປີນັບຕັ້ງແຕ່ປີ 2016-2041.

ການດຳເນີນງານການກໍ່ສ້າງໂຮງໄຟຟ້າ: ບໍລິສັດໄຟຟ້າຫົງສາຈໍາກັດໄດ້ເລີ່ມການດໍາເນີນການກໍ່ສ້າງໃນເດືອນພະຈິກ 2010 ແລະສໍາເລັດໃນເດືອນມີນາ 2016 ສາມາດຜະລິດກະແສໄຟຟ້າໄດ້ຄົບທັງ 3 ໜ່ວຍຜະລິດໃນວັນທີ 3 ມີນາ 2016 ໂຮງໄຟຟ້າພະລັງງານຄວາມຮ້ອນຫົງສາປະກອບດ້ວຍ: 3 ໜ່ວຍຜະລິດແຕ່ລະໜ່ວຍຜະລິດສາມາດຜະລິດກະແສໄຟຟ້າໄດ້ 626 ເມກາວັດລວມທັງໝົດໂຮງໄຟຟ້າພະລັງງານຄວາມຮ້ອນຫົງສາສາມາດຜະລິດກະແສໄຟຟ້າໄດ້ 1.878 ເມກາວັດໂດຍສົ່ງກະແສໄຟຟ້າໃຫ້ກັບການໄຟຟ້າຝ່າຍຜະລິດແຫ່ງປະເທດໄທ 1.473 ເມກາວັດແລະສົ່ງກະແສໄຟຟ້າໃຫ້ກັບລັດວິສາຫະກິດໄຟຟ້າລາວ100 ເມກາວັດມາຮອດປັດຈຸບັນບໍລິສັດໄຟຟ້າຫົງສາຈໍາກັດສາມາດຜະລິດກະແສໄຟຟ້າໄດ້ຕາມສັນຍາມາໂດຍຕະຫຼອດ.
ການດຳເນີນງານໃນປັດຈຸບັນ: ເມື່ອສໍາເລັດການກໍ່ສ້າງໂຮງໄຟຟ້າບໍລິສັດໄຟຟ້າຫົງສາຈໍາກັດ ໄດ້ດໍາເນີນການຜະລິດກະແສໄຟຟ້າແລະສົ່ງກະແສໄຟຟ້າໃຫ້ກັບການໄຟຟ້າຝ່າຍຜະລິດແຫ່ງປະເທດໄທແລະລັດວິສາຫະກິດໄຟຟ້າລາວໄດ້ຕາມສັນຍານອກຈາກນີ້, ບໍລິສັດໄຟຟ້າຫົງສາຈໍາກັດ ໃນຖານະເປັນຜູ້ພັດທະນາໂຄງການມີເຈດຕະນາທີ່ຈະພັດທະນາໂຄງການນີ້ໃຫ້ເປັນໂຄງການໂຮງໄຟຟ້າພະລັງງານຄວາມຮ້ອນທີ່ເປັນແບບຢ່າງທີ່ດີໃນເລື່ອງຄວາມປອດໄພສຸຂະພາບອະນາໄມແລະສິ່ງແວດລ້ອມແລະສັງຄົມ, ໃຫ້ຄວາມສໍາຄັນໃນເລື່ອງຂອງຄວາມເປັນຢູ່ຂອງຊຸມຊົນແລະປະຊາຊົນ ທີ່ອາໄສຢູ່ບໍລິເວນອ້ອມຂ້າງໂຄງການເປັນຢ່າງດີແລະເພື່ອເປັນແບບຢ່າງທີ່ດີຕໍ່ສັງຄົມທັງພາຍໃນ ແລະ ນອກປະເທດລາວອີກດ້ວຍ.
ໃນປີ 2019 ຖືເປັນປີທີ່ບໍລິສັດໄຟຟ້າຫົງສາຈໍາກັດປະສົບຄວາມສໍາເລັດອີກກ້າວໜຶ່ງທີ່ສໍາຄັນຄື: ການຮັບຮອງມາດຕະຖານການຈັດການດ້ານສິ່ງແວດລ້ອມໃນລະດັບສາກົນຫຼື ISO 14001:2015 ເຊິ່ງຄວາມສຳເລັດນີ້ເປັນສິ່ງທີ່ສະແດງເຖິງຄວາມມຸ່ງໝັ້ນຕັ້ງໃຈໃນການຮັກສາສິ່ງແວດລ້ອມ, ຄວາມປອດໄພແລະການພັດທະນາຄຸນນະພາບຊີວິດໃນເນື້ອທີ່ປະຕິບັດງານແລະຊຸມຊົນອ້ອມຂ້າງໂຄງການໄຟຟ້າຫົງສາ, ຊຸມຊົນເມືອງຫົງສາແລະເມືອງທີ່ໃກ້ຄຽງໃຫ້ດີຂຶ້ນຕະຫຼອດເຖິງສະແດງໃຫ້ເຫັນເຖິງເຈດຕະນາທີ່ເປັນເພື່ອນບ້ານທີ່ດີຕໍ່ເມືອງຫົງສາແຂວງໄຊຍະບູລີສປປລາວເປັນສິ່ງທີ່ຢັ້ງຢືນໄດ້ວ່າເຮົາພັດທະນາໄປສູ່ຄວາມສຳເລັດທີ່ຢືນຍົງຮ່ວມກັນ (Sustainability Transformation) ແລະມເພື່ອຕອບສະໜອງຕໍ່ນະໂຍບາຍຂອງສາທາລະນະລັດປະຊາທິປະໄຕປະຊາຊົນລາວກໍຄືກັນພັດທະນາ ເພື່ອເປັນ Battery of Asia ຕໍ່ໄປໃນອະນາຄົດ.
ການດຳເນີນທຸລະກິດໃນສປປລາວຕ້ອງມີຄວາມເຂົ້າໃຈຮອບດ້ານແລະຕ້ອງສ້າງຄວາມເຊື່ອໝັ້ນຢ່າງຕໍ່ເນື່ອງແລະຕ້ອງເຂົ້າໃຈໃນວັດທະນະທຳ,ຂະນົບທຳນຽມປະເພນີຂອງປະເທດນັ້ນໆໃຫ້ດີເພາະສິ່ງເຫຼົ່ານີ້ຖືເປັນປັດໃຈສຳຄັນໃນການຢູ່ຮ່ວມກັນ.
ຕະຫຼອດໄລຍະກວ່າ 3 ປີຂອງການເດີນເຄື່ອງເພື່ອຜະລິດກະແສໄຟຟ້າຈາກໂຮງໄຟຟ້າພະລັງງານຄວາມຮ້ອນຫົງສາຢັ້ງຢືນໄດ້ວ່າໂຄງການຂະໜາດໃຫຍ່ທີ່ເປັນມິດກັບສິ່ງແວດລ້ອມແລະຊຸມຊົນນັ້ນສາມາດເກີດຂຶ້ນໄດ້ຈິງຖ້າທຸກຝ່າຍມີຄວາມເຂົ້າໃຈເຖິງຄວາມມຸ່ງໝັ້ນຊຸກຍູ້ແລະພັດທະນາເພື່ອໃຫ້ທຸກພາກສ່ວນເດີນໜ້າໄປພ້ອມກັນເພື່ອບັນລຸຈຸດປະສົງຂອງແຕ່ລະພາກສ່ວນລວມເຖິງບໍລິສັດໄຟຟ້າຫົງສາຈໍາກັດ.

Hongsa Power aims at achieving the sustainable development
Hongsa Power Company Limited (HPC) is a leading power plant and is the first lignite mine mouth power plant in Lao PDR. The plant has a capacity of 1,878 MW and operates under a concession granted by the Government of Lao PDR. The concession area covers 76.2 square kilometers and is valid for 25 years from 2016 to 2041.
Mr. ManoatJeenjainamDivision Manager – Public Relation Corporate Communication added that in The mission of HPC is not only to practice reliable power generation and delivery, but also to comply with environmental standards, contribute to better quality of life of communities, and support sustainable development, under the vision of “To be a leading mine mouth power plant in ASEAN with operation excellence, bringing trust and happiness to all.”
Before the construction of the power plant could begin, however, resettlement of villages within the operating area was conducted. HPC identified
appropriate new locations for villagers to resettle to, in addition to providing other support, such as compensation at a level that was agreed upon by the government
and resettled villagers. Each family was provided a new 450 square meter home, 12.5 rai of land, occupational support and development, and at least one member
of each family received employment throughout the duration of the concession. The resettlement began in March 2011 and was completed in July 2012, with a total
of 450 families relocated.
Construction of the HPC power plant began in November 2010 and was completed in March 2016. On March 3, 2016, the plant was able to generate electricity from all three power units. HPC was comprised of three power units, with each unit capable of generating 626 MW of electricity, for a total of 1,878 MW. The plant generates and delivers 1,473 MW of electricity to the Electricity Generating Authority of Thailand, and 100 MW to Électricité du Laos. HPC has always met our electricity power agreement.
Operations in the present-day. Following the completion of the HPC power plant, HPC began generating and delivering electricity to the Electricity Generating Authority of Thailand and Électricité du Laos as per our company’s commitments. In addition, HPC, in our role as the project developer, has the intention of transforming the project into a lignite-fired power plant that will serve as a role model for safety, occupational health, social responsibility, and environmental stewardship. HPC places great importance on the quality of life of communities with fairness to all, and aims to serve as a good corporate citizenship, both within and outside Lao PDR.
2019 can be considered the year in which HPC achieved another important milestone: being granted the ISO 14001:2015 environmental management system certification. This success can be attributed to our company’s commitment to the environment and safety, and continually improving the quality of life within the operating area, in communities around HPC and Hongsa, and other cities in XayaburiProvince. The certification also showcases HPC’s intention of being a good neighbor to Hongsa, Xayaburi Province, and Lao PDR, as well as our aim to achieve sustainable transformation and to respond to the policy of Lao PDR to become the battery of Asia in the future.
Conducting business in Lao PDR requires multifaceted understanding, creation of continual confidence, and understanding of the culture, traditions, and practices of the nation, because all of these are important factors for coexistence.
Throughout the past 3 years in which we have produced and delivered electricity from HPC power plant, our performance affirms that large-scale projects can be environmentally friendly and beneficial to communities, as long as all sides work together to understand and engage with one another, and drive all sectors to achieve their objectives, as well as the objectives of HPC.
