ເຂື່ອນໄຟຟ້າ ໄຊຍະບູລີ ຖືເປັນໂຄງການລະດັບ Mega Project ທີ່ກໍ່ສ້າງຂຶ້ນໃນ ສປປ ລາວ

ບໍລິສັດຊີເຄພາວເວີຈໍາກັດ (ມະຫາຊົນ) ຫຼືCK Power ເປັນບໍລິສັດຜູ້ລົງທຶນແລະກໍ່ສ້າງໂຄງການໂຮງງານໄຟຟ້າທັງໃນປະເທດໄທແລະພາກພື້ນອາຊຽນ, ວິໄສທັດຫຼັກຂອງບໍລິສັດບໍ່ໄດ້ມຸ່ງເນັ້ນແຕ່ຜົນກໍາໄລທາງທຸລະກິດ. CK Power ດໍາເນີນກິດຈະການໂຮງງານໄຟຟ້າທັງໝົດ3  ປະເພດຄື: ພະລັງງານຄວາມຮ້ອນ (Cogeneration Power), ພະລັງງານແສງອາທິດ (Solar Power) ໂດຍມຸ່ງເນັ້ນຄວາມສາມາດໃນການພັດທະນາໂຄງການທາງດ້ານພະລັງງານນໍ້າ (Hydroelectric Power) ປັດຈຸບັນດໍາເນີນການກໍ່ສ້າງໂຮງງານໄຟຟ້າໃນສປປລາວທັງໝົດ 2 ໂຄງການຄື:

1.ໂຮງງານໄຟຟ້າພະລັງນໍ້ານໍ້າງື່ມ 2 ມີກໍາລັງການຜະລິດ 615 ເມກາວັດເລີ່ມເດີນເຄື່ອງຈັກແຕ່ວັນທີ1 ມັງກອນ 2013 ກະແສໄຟຟ້າທັງໝົດສົ່ງຈໍາໜ່າຍໃຫ້ການໄຟຟ້າຝ່າຍຜະລິດແຫ່ງປະເທດໄທເປັນໄລຍະເວລາ 25 ປີ.

2.ໂຄງການໄຟຟ້າພະລັງນໍ້າໄຊຍະບູລີເປັນອີກຄວາມພາກພູມໃຈຂອງບໍລິສັດ CK Power ເນື່ອງຈາກໂຄງການນີ້ເປັນໂຮງງານແຫ່ງທໍາອິດທີ່ຕັ້ງຢູ່ແມ່ນໍ້າຂອງຕອນລຸ່ມຫ່າງຈາກນະຄອນຫຼວງພະບາງໄປທາງທິດໃຕ້ 80 ກິໂລແມັດເປັນທີ່ຖືກຈັບຕາເບິ່ງຈາກທຸກພາກສ່ວນໃນຄວາມສາມາດຂອງຜູ້ໂຄງການຂອງບໍລິສັດ CK Power ທີ່ສາມາດສ້າງສົມດູນໃນການຈັດການໂຄງການຂະໜາດໃຫຍ່ຕັ້ງແຕ່ການອອກແບບເພື່ອໃຫ້ເປັນໄປຕາມPreliminary Design Guidance for Proposed Mainstream Dams in the Lower Mekong Basin (PDG 2009)  MRC ໃນຮູບແບບ  Run-of-River ຫຼືຝາຍກັ້ນນໍ້າຂະໜາດໃຫຍ່ບໍ່ມີອ່າງກັກເກັບນໍ້າເໜືອໂຮງງານໄຟຟ້າແລະບໍ່ມີການກັກເກັບນໍ້າໃນຕອນເທິງຂອງຝາຍຂະໜາດໃຫຍ່ທີ່ເຮັດໜ້າທີ່ເປັນໂຮງງານໄຟຟ້າເອີ້ນວ່າ: ນໍ້າທຸກຢາດທີ່ໄຫຼມາກໍຜ່ານໄປຈົນໝົດແລະເກີດເປັນໄຟຟ້າສະອາດຈາກໄຊຍະບູລີໄປຍັງປະເທດໄທ ແລະ ນໍາໃຊ້ໃນສປປລາວ.

ໂຄງການໄຟຟ້າພະລັງນໍ້າໄຊຍະບູລີມີີກໍາລັງຕິດຕັ້ງທັງໝົດ 1.285 ກິໂລວັດອີງຕາມສັນຍາຊື້ຂາຍໄຟຟ້າກັບການໄຟຟ້າຝ່າຍຜະລິດແຫ່ງປະເທດໄທຮັບຊື້ກະແສໄຟຟ້າທັງໝົດເປັນໄລຍະເວລາ  29ປີຈາກເຄື່ອງກໍາເນີດໄຟຟ້າຂະໜາດ 175 ເມກາວັດຈໍານວນ 7 ເຄື່ອງແລະອີກ 60 ເມກາວັດຈາກເຄື່ອງກໍາເນີດໄຟຟ້າເຄື່ອງທີ 8 ນັ້ນຈໍາໜ່າຍໃຫ້ໄຟຟ້າລາວ (EDL) ເປັນໄລຍະເວລາ 31 ປີ.

ທ່ານທະນາວັດຕຣີວິສະເວດກໍາມະການຜູ້ຈັດການບໍລິສັດຊີເຄພາວເວີຈໍາກັດມະຫາຊົນກ່າວວ່າ: CK Power ເປັນບໍລິສັດໃນກຸ່ມຂອງຊໍການຊ່າງບໍລິສັດຮັບເໝົາກໍ່ສ້າງໃນປະເທດໄທເນັ້ນການລົງທຶນພັດທະນາໂຄງການສາທາລະນະປະໂຫຍດບໍ່ວ່າຈະເປັນທາງດ່ວນລົດໄຟໃຕ້ດິນຈະເຫັນວ່າພວກເຮົາມຸ່ງເປັນສ່ວນໜຶ່ງໃນການພັດທະນາປະເທດໄທມາໄດ້ 40 ກວ່າປີແລ້ວມາມື້ນີ້ໃນນາມຜູ້ບໍລິຫານ CK Power ເລັງເຫັນວ່າການເຮັດວຽກແບບ sustainable ມີຄວາມຍືນຍົງໃນທຸກໆພາກສ່ວນຖ້າເຮົາເນັ້ນໂຄງການຜະລິດກະແສໄຟຟ້າຈາກພະລັງນໍ້າສະອາດເຮົາຕ້ອງໝັ້ນໃຈວ່າທັງຂະບວນການນັ້ນເຮົາເບິ່ງແຍງເລື່ອງສິ່ງແວດລ້ອມຕັ້ງແຕ່ແຜນງານໄປຈົນເຖິງຈົນສິ້ນສຸດໂຄງການໃຫ້ສອດຄ່ອງກັບນະໂຍບາຍການພັດທະນາໂຄງການໄຟຟ້າແບບຍືນຍົງ (Guideline for Implementation Policy on Sustainable Hydropower Development in Lao PDR) ໂດຍກະຊວງພະລັງງານແລະບໍ່ແຮ່ສປປລາວໂດຍສະເພາະໂຄງການໄຊຍະບູລີເປັນໂຄງການທໍາອິດທີ່ໄດ້ຮັບຄວາມໄວ້ວາງໃຈຈາກລັດຖະບານສປປລາວໃຫ້ສ້າງໂຮງງານໄຟຟ້າຕາມລໍາແມ່ນໍ້າຂອງຊຶ່ງຖືເປັນແມ່ນໍ້າສາຍຫຼັກທີ່ລໍ່ລ້ຽງທັງລາວ,ຫວຽດນາມ,ກໍາປູເຈຍແລະໄທ, ມີຫຼາຍຝ່າຍຈັບຕາເບິ່ງທາງ CK Power ຕ້ອງເຮັດໃຫ້ດີທີ່ສຸດເພື່ອເປັນຂໍ້ພິສູດແລະເປັນມາດຕະຖານທີ່ດີຕໍ່ໄປໃຫ້ໄດ້.

ໂຄງການຍັງເອົາໃຈໃສ່ຕໍ່ປະຊາຊົນຜູ້ໄດ້ຮັບຜົນກະທົບດ້ວຍການຈັດສັນທີ່ຢູ່ແລະເນື້ອທີ່ການຜະລິດລວມທັງການກໍ່ສ້າງພື້ນຖານໂຄງລ່າງແລະດໍາເນີນການສ້າງບ້ານທັງໝົດ 8 ແຫ່ງລວມທັງການຈັດສັນອາຊີບ,ຜ່ານການລົງສໍາຫຼວດຕົວຈິງເຫັນວ່າປະຊາຊົນ 80-90% ມີລາຍໄດ້ຕໍ່ປີຫຼຸດພົ້ນເສັ້ນຄວາມທຸກຍາກ Poverty Line ໝົດແລ້ວ.

ສິ່ງທີ່ຂ້າພະເຈົ້າມີຄວາມພູມໃຈທີ່ສຸດແມ່ນ: ບໍລິສັດບໍ່ໄດ້ມຸ່ງເນັ້ນແຕ່ຜົນກຳໄລທາງທຸລະກິດເຮົາຍັງສ້າງສົມດູນລະຫວ່າງທຸລະກິດແລະການຮັກສາສິ່ງແວດລ້ອມໄດ້ເປັນຢ່າງດີໂດຍສະເພາະເຕັກນິກທາງວິສາວະກໍາທີ່ເຮົາເລືອກໃຊ້ໃນໂຄງການທັງໝົດເພື່ອໃຫ້ມີຜົນກະທົບຕໍ່ສິ່ງແວດລ້ອມໜ້ອຍທີ່ສຸດໂດຍສະເພາະເລື່ອງຕະກອນທີ່ຄາດຄະເນວ່າຈະມີຜົນຕໍ່ປາກແມ່ນໍ້າຂອງຊຶ່ງຫ່າງອອກໄປເກືອບ 2.000 ກິໂລແມັດດັ່ງນັ້ນພວກເຮົາຈຶ່ງເລືອກອອກແບບປະຕູລະບາຍນໍ້າ (Spill Way) ໃຫ້ມີທາງລະ
ບາຍຕະກອນພື້ນນໍ້າ ( Low Level Outlet) ແລະປະຕູລະບາຍນໍ້າລົ້ນ (Surface Spill Way) ເພື່ອລະບາຍຕະກອນທີ່ມາກັບການໄຫຼຂອງນໍ້າໄປໄດ້ທັງໝົດໂດຍບໍ່ມີການເກີດຕະກອນທັບຖົມ.

ແມ່ນ້າຂອງຖືເປັນເສັ້ນເລືອດຫຼັກໃນການດໍາລົງຊີວິດຂອງປະຊາຊົນໃນຂົງເຂດນີ້ເປັນຕົ້ນແມ່ນການຂົນສົ່ງສິນຄ້າຂະໜາດໃຫຍ່ການຄົມມະນາຄົມທາງນໍ້າດ້ວຍເຫດນີ້ເຮົາຈຶ່ງແບ່ງເນື້ອທີ່ກໍ່ສ້າງໂຮງງານໄຟຟ້າເປັນຊ່ອງທາງເດີນເຮືອ NavigationLock ເພື່ອເປັນເສັ້ນທາງສັນຈອນທາງນໍ້າໃຫ້ໄດ້ດີເຊັ່ນເດີມແລະພ້ອມທີ່ຈະຮອງຮັບເຮືອຂົນສົ່ງສິນຄ້າຂະໜາດໃຫຍ່ເຖິງ 500 ໂຕນໄດ້ພ້ອມກັນ 2 ລໍາ.ພ້ອມກັນນີ້ທາງໂຄງການຍັງເອົາໃຈໃສ່ການອອກແບບທາງປາຜ່ານຫຼືເອີ້ນວ່າເປັນລະບົບ Hybrid
ໂດຍລວມເອົາເຕັກໂນໂລຊີທາງປາຜ່ານທີ່ໃຊ້ງານໄດ້ຈິງຈາກທົ່ວໂລກມາໄວ້ດ້ວຍກັນຊຶ່ງມີທັງແບບ Fish Passage and Fish Lock ຊຶ່ງມີທັງປ່ອງຍົກປາຂຶ້ນໄປເທິງໜ້ານໍ້າໂດຍທີ່ປາຍັງລອຍນໍ້າຢູ່ໄດ້, ຍັງກຽມຊ່ອງທາງທີ່ມີກະແສນໍ້າສໍາລັບລໍ້ປາໃຫ້ຂຶ້ນໄປທາງເໜືອເພື່ອວາງໄຂ່.

ຍັງອີກບໍ່ເທົ່າໃດເດືອນຈະມາເຖິງນີ້ໂຄງການໄຊຍະບູລີທີ່ດໍາເນີນການກໍ່ສ້າງມາເຖິງ 98% ຈະເປີດດໍາເນີນການການຜະລິດແລະຈໍາໜ່າຍກະແສໄຟຟ້າຢ່າງເຕັມຮູບແບບຖືເປັນໂຄງການລະດັບMega Project ທີ່ກໍ່ສ້າງຂຶ້ນໃນສປປລາວສໍາເລັດລຸລ່ວງໄດ້ເປັນຢ່າງດີເປັນໂຄງການທີ່ບໍ່ພຽງແຕ່ສົ່ງເສີມການພົວພັນທີ່ດີລະຫວ່າງສອງປະເທດແຕ່ຍັງເປັນສ່ວນໜຶ່ງທີ່ຊ່ວຍໃຫ້ເກີດການພັດທະນາໃນພາກພື້ນອາຊຽນອີກດ້ວຍ.

XAYABOURYHYDROPOWER DAM IS

CONSIDERED A MEGA PROJECTESTABLISHED IN THE LAO PDR

CK Power Public Company Limited or CKP is the investor and owner of several power projects both in Thailand and ASEAN countries. CKPower operates 3 types of power plants: the cogeneration power plants, solar power plants and large hydroelectric power plants. Currently, the firm has developed 2 large hydropower projects in the Lao PDR. The first is the Nam Ngum 2 (NN2) Hydroelectric Power Plant with an installed capacity of 615MW which has been in operation since 2013.  The NN2 company holds a power purchase agreement with the Electricity Generation
Authority of Thailand (EGAT) for a 25 years contract to supply electricity to Thailand’s national electricity grid. The XayabouryHydroelectric Power Plant (XHPP) is another pride of CKPower as this project is the very first one to be established on the mainstream of the lower Mekong River. XHPP is located 80km south of LuangPrabang. All sectors are eying on this project, especially on the management capacity of CKPower with great capability to create a balance in the management of this mega project starting from designing of all major components following the Preliminary Design Guidance for Proposed Mainstream Dams in the Lower Mekong Basin (PDG 2009) from the Mekong River Commission (MRC). Being a Run-of-River type hydropower plant, the XHPP barrage has no significant storage capacity but only a small upstream low head river pondage. The energy generation follow the natural variations in the river flow since the inflow has to be immediately released either through the powerhouse or the spillway.
Hence the flows downstream of the plant are not changed by the project. While most of the generate energy will be transmitted to Thailand a separate turbine will provide power for domestic use.

Xayaboury Hydroelectric Power Plant has a total installed capacity of 1,285MW. Based on the Power Purchasing Agreement (PPA) between XPCL and EGAT regarding power trade, the electricity generated from the seven 175 MW units of the plant will be supplied to Thailand’s electricity transmission grid for the period of 25 years while the 8th unit with a generation capacity of 60MW will produce power to EDL for 31 years.

Mr. ThanawatTrivisvavet, Managing Director of CK Power Public Company Limited, said that CKPower is a member of CH Karnchang PCL group of companies in Thailand with a focus on the development of public utilities. It can be seen that we have been dedicated ourselves in developing Thailand for more than 40 years. Today, as the Managing Director of CKPower, I emphasize on sustainable work performance by all sectors. If we concentrate on implementing clean energy projects, we have to be confident that environmental issues are seriously taken into consideration in every step starting from the planning stage to project completion in line with the Guideline for Implementation Policy on Sustainable Hydropower Development in the Lao PDR issued by Ministry of Energy and Mines of the Lao PDR. The Xayaboury Project, in particular, is the very first project that the Government of Laos approved to be built on the Mekong’s mainstream which has been nurturing lives of Laos, Vietnam, Cambodia and Thailand. As many are eying on this project, CKPower must implement this project to international standards and the best of our effort in order to prove themselves and set a good standard for other projects in the future.

The social impact mitigation measures for the project affected people (PAPs) are of major concern. The project has particularly ensured that appropriate and fair compensation is made for the loss of both residential and agricultural area. The 8 resettlement villages were developed for PAPs requiring relocation and provided with appropriate infrastructure and publicfacilities. Livelihood restoration programs have been continuously implemented, which include the occupational development, community development and public health, the income earning capability, the cultural and tradition preservation According to the continuous monitoring of PAPs annual household income generating,  about 80-90% of PAPs households have their household income above the Lao PDR’s poverty line.

What I am proud of the most is that CKPower’s aim not only maked to profit, but also to use our ability to create a good balance between business operation and the environmental protection. We chose the right technical engineering which imposes the least environmental impact, especially the concern of the continuity of sediment transportation which might pose an impact upon the Lower Mekong River as far as the river estuary. Thus, the construction of surface spillways and low level outlets at XHPP will facilitate the transportation of sediment both suspended sediment and bed load.

Mekong River serves as the main artery for the livelihood of the people in this region. For instance, it is a major route for water transportation. For this reason, we have allocated an area in our power plant as navigation lock to facilitate the original water transport route which can accommodate a transit up to two 500-ton cargo ships at the same time.

Moreover, the project will facilitate the fish migration both upstream and downstream.   A multi-system fish passage facilities of a fish ladder in combination with two fish locks has been designed and implemented. The fish ladderspans for approximately 480 m and is 18 m wide. The two fish locks raise the fish vertically up to the elevation of the upper channel which then allows the fish to move into the upstream river area with ease. The XHPP fish passage facilities are designed to operate using appropriate river flows to attract fish of all sizes to migrate upstream.

In the next few months, XayabouryHydroelectric Power Plant will be totally completed before commencing its full operation. This is a mega project successfully built in the Lao PDR. It will not only help promoting bilateral relations, but also contribute to the development of ASEAN.”
