ສູນພັດທະນາສີມືສຳລັບແມ່ຍິງ (ຫຼືເມື່ອກ່ອນເອີ້ນວ່າ ສູນເຝິກອົບຮົມວິຊາຊີບຫ້ວຍຫົງສຳລັບແມ່ຍິງ) ບໍ່ໄກຈາກຕົວເມືອງຫຼາຍປານໃດ ຊຶ່ງຕັ້ງຢູ່ບ້ານຫ້ວຍຫົງ, ເມືອງຈັນທະບູລີ, ນະຄອນຫຼວງວຽງຈັນ. ສູນນີ້ໄດ້ສ້າງຕັ້ງຂຶ້ນໃນປີ 1998 ພາຍໃຕ້ການສະໜັບສະໜູນໂດຍບາງອົງການຈັດຕັ້ງຈາກປະເທດຍີ່ປຸ່ນ. ລະຫວ່າງປີ 1999-2001, ອົງການ ຮ່ວມມືສາກົນ JICA ກໍໄດ້ໃຫ້ການຊ່ວຍເຫຼືອຕື່ມ ໃນການກໍ່ສ້າງອາຄານບາງສ່ວນ ທັງຊ່ວຍພັດທະນາລະບົບ ການເຝິກອົບຮົມການຕໍ່າຫູກ ແລະ ຍ້ອມສີທຳມະຊາດ.

      ສູນດັ່ງກ່າວສ້າງຕັ້ງຂຶ້ນ ເພື່ອຈຸດປະສົງໃນການເຝິກອົບຮົມວິຊາຊີບການຍ້ອມສີທຳມະຊາດ ແລະ ການຕໍ່າຫູກ ແກ່ແມ່ຍິງຈາກເຂດຊົນນະບົດຜູ້ທີ່ດ້ອຍໂອກາດ, ຄົນທຸກຍາກ ຫຼື ຜູ້ທີ່ມີຄວາມພິການທາງຮ່າງກາຍ. ນັບແຕ່ໄດ້ຮັບການສ້າງຕັ້ງ, ສູນໄດ້ເຝິກອົບຮົບໃຫ້ແກ່ແມ່ຍິງເປົ້າໝາຍຈຳນວນ 856 ຄົນ ຊຶ່ງຕໍ່ມາຫຼາຍຄົນ ກໍສາມາດສ້າງທຸລະກິດເປັນຂອງຕົນເອງໄດ້ ແລະ ຍົກລະດັບຊີວິດການເປັນຢູ່ແກ່ຄອບຄົວໄດ້ເປັນຢ່າງດີ. ພ້ອມນີ້, ກໍຍັງເພື່ອພັດທະນາຄວາມຮູ້ຄວາມສາມາດ ໃຫ້ແກ່ຊາວຊ່າງຫັດຖະກຳໃຫ້ເປັນຄູເຝິກດ້ານການຍ້ອມສີທຳມະຊາດ ແລະ ເພື່ອອະນຸຮັກດ້ານຫັດຖະກຳແຜ່ນແພພື້ນເມືອງ ໃຫ້ຍືນຍົງ. ກ່ຽວກັບຫຼັກສູດການເຝິກອົບຮົມ, ການຍ້ອມສີທຳມະຊາດຮຽກຮ້ອງໃຫ້ມີຄູຄູເຝິກທີ່ມີທັກສະ ແລະ ປະສົບການສູງ ເພື່ອຖ່າຍທອດຄວາມຮູ້ດັ່ງກ່າວ ເປັນຕົ້ນແມ່ນການກະກຽມ ແລະ ເລືອກວັດຖຸດິບຈາກພືດທີ່ດີມີຄຸນນະພາບ, ການເຮັດນ້ຳສີຍ້ອມທຳມະຊາດ, ການຟອກເສັ້ນໄໝ ແລະ ເຕັກນິກການຍ້ອມສີ ເພື່ອເຮັດໃຫ້ຜະລິດຕະພັນມີຄຸນນະພາບດີ, ຄົງທົນ, ງົດງາມ ແລະ ປານີດ. ພ້ອມນີ້, ສູນກໍໃຫ້ຄວາມຮ່ວມມືກັບອົງການທັງພາກລັດ ແລະ ພາກທຸລະກິດ ເພື່ອສົ່ງເສີມການພັດທະນາວິຊາຊີບຕໍ່າຫູກ, ການພັດທະນາຊຸມຊົນ, ການຈ້າງງານ, ການສ້າງອາຊີບໃຫ້ແກ່ແມ່ຍິງ.

      ທ່ານນາງ ແສງມະນີ ວົງສີປະສົມ, ຜູ້ອຳນວຍການຄົນປັດຈຸບັນ ໄດ້ເລົ່າໃຫ້ຟັງວ່າ ການບໍລິຫານສູນນີ້ ແບ່ງອອກເປັນ 4 ຝ່າຍ ຄື: ພະແນກຍ້ອມສີທຳມະຊາດ, ພະແນກອອກແບບ ແລະ ຕັດຫຍິບ, ພະແນກຕໍ່າຫູກ ແລະ ຮ້ານຈຳໜ່າຍສິນຄ້າ. ຜະລິດຕະພັນຂອງສູນຖືວ່າມີຫຼາກຫຼາຍ ເປັນຕົ້ນແມ່ນ ສິ້ນ, ເສື້ອ, ກະເປົາ, ໝວກ, ໝອນ, ຜ້າບ່ຽງ, ເນັກໄທ ແລະ ເຄື່ອງທີ່ລະລຶກສຳລັບນັກທ່ອງທ່ຽວອື່ນໆ. ຜູ້ທີ່ຮຽນຮູ້ຈາກສູນມີທັງຊາວລາວ ແລະ ຕ່າງປະເທດ ຊຶ່ງສົນໃຈ ແລະ ໃຫ້ຄວາມສຳຄັນແກ່ການຮຽນຮູ້ວິທີຍ້ອມສີທຳມະຊາດ ແລະ ການຕໍ່າຫູກ. ມີບັນດານັກທ່ອງທ່ຽວມາຢ້ຽມຢາມທັງຈາກຍີ່ປຸ່ນ, ສິງກະໂປ ແລະ ເກົາຫລີ ເຂົາເຈົ້າໄດ້ມາພັກເຊົາຢູ່ພາຍໃນສູນ ແລະ ໄດ້ຮຽນຮູ້ຈາກຄູເຝິກ ໂດຍຕາມຫຼັກສູດແມ່ນໃຊ້ເວລາ 1-2 ອາທິດ ເຊິ່ງຫຼັງການເຝິກອົບຮົມ ສ່ວນໃຫຍ່ຕ່າງກໍໄດ້ຮັບຄວາມປະທັບໃຈກັບວັດທະນະທຳລາວ ກ່ອນເດີນທາງກັບບ້ານເກີດເມືອງນອນ. Center for Women’s Skill Development have been creating jobs and preserving traditional handicraft

Center for Women’s Skill Development (previously referred to as Houey Hong Vocational Training Center for Women) is located not too far from the city center at Houey Hong Village, Chanthabouly District, Vientiane Capital. The center was founded in 1998 under supports from Japanese organizations. From 1999 to 2001, JICA extended additional aid to the center used in constructing more buildings as well as developing its weaving and natural dyeing training system.

            The center was established with an aim of sharing its knowledge on natural dyeing and weaving with disadvantaged, poor or disabled women from rural areas. Since the establishment, the center has trained 856 targeted women who could build their own business and improve their living conditions afterwards. Moreover, the center also aims at building capacity for craftsmen so that they can train others about natural dyeing and preserve the traditional handicraft in a sustainable manner. In order to provide a natural dying training program, trainers must possess relevant skills and extensive experience in preparing and selecting materials from quality crops, making natural colors for dyeing, silk bleaching and sharing dyeing techniques in order to maintain product quality, durability, elegance and perfection. Furthermore, the center has been cooperating with both the public and private sector in promoting vocational development of weaving, community development, employment and job creation for women.

            According to Director Sengmany Vongsypasom, the center is divided into 4 administrative sections, namely natural dyeing, design and sewing, weaving, and distributing section. The center offers various choices of good, such as Lao skirt, shirt, purse, hat, pillow, breast cloth, neck tie and other types of souvenir. Not only Lao people who are interested and realize the importance of natural dyeing and weaving techniques, but also foreign individuals. There have been a number of foreign tourists from Japan, Singapore and Korea who came to stay and train with the center. According to our program, it takes about 1-2 weeks to finish.
