ແນວທາງແກ້ໄຂສະພາບຄ່ອງທາງການເງິນ ສຳລັບທຸລະກິດເພື່ອຮັບມືຜົນກະທົບຈາກ ໂຄວິດ-19

ໃນໄລຍະຜ່ານມາ, ພະຍາດອັກເສບປອດຈາກເຊື້ອຈຸລະໂລກສາຍພັນໃໝ່ (ໂຄວິດ-19) ໄດ້ແຜ່ລະບາດໄປທົ່ວໂລກດ້ວຍຈັງຫວະທີ່ໜ້າວິຕົກກັງວົນ ຊຶ່ງສົ່ງຜົນຕໍ່ການຢຸດຊົ່ວຄາວທາງເສດຖະກິດ ແລະ ຄວາມເຊື່ອໝັ້ນຕໍ່ການໃຊ້ຊີວິດປະຈຳວັນຂອງປະຊາຊົນ. ການເຄື່ອນໄຫວຂອງພາກທຸລະກິດຕ່າງໆ ກໍໄດ້ຮັບຜົນກະທົບໄປຕາມໆກັນ ໂດຍສະເພາະແມ່ນພາກການຜະລິດ, ການບໍລິການ ແລະ ທ່ອງທ່ຽວ. ການຢຸດຊົ່ວຄາວດັ່ງກ່າວ ໄດ້ສົ່ງຜົນກະທົບ ຕໍ່ການບໍລິຫານສະພາບຄ່ອງທາງການເງິນຂອງທຸລະກິດທັງໃນຂອດເງິນທຶນສຳລັບການດຳເນີນງານ ແລະ ການຊຳລະຄືນເງິນກູ້ຢືມ. ເຊິ່ງບົດຄວາມນີ້ ຈະສັງລວມເອົາຂໍ້ມູນກ່ຽວກັບ ນະໂຍບາຍສິນເຊື່ອທີ່ທະນາຄານແຫ່ງ ສປປ ລາວ (ທຫລ), ທະນາຄານທຸລະກິດ ແລະ ສະຖາບັນການເງິນ ໄດ້ປະກາດໃຊ້ ເພື່ອຊ່ວຍເຫຼືອພາກທຸລະກິດ ຫຼື ລູກໜີ້ ໃຫ້ສາມາດຮັບມືກັບສະຖານະການເສດຖະກິດຝືດທີ່ພວມປະສົບຢູ່ໃນປັດຈຸບັນ.

ນະໂຍບາຍຈາກ ທຫລ:

“ທຫລ” ໄດ້ອອກຂໍ້ຕົກລົງວ່າດ້ວຍນະໂຍບາຍສິນເຊື່ອ ເພື່ອແກ້ໄຂຜົນກະທົບຈາກໂຄວິດ-19 ເລກທີ: 238/ທຫລ ລົງວັນທີ 26 ມີນາ 2020 ຊຶ່ງໄດ້ກໍານົດນະໂຍບາຍແກ້ໄຂຜົນກະທົບໃຫ້ແກ່ລູກໜີ້ຂອງທະນາຄານທຸລະກິດ ແລະ ສະຖາບັນການເງິນ ໃຫ້ສາມາດສືບຕໍ່ດໍາເນີນທຸລະກິດຈົນກ້າວສູ່ສະພາບປົກກະຕິ ໂດຍເລັ່ງໃສ່ກຸ່ມລູກຄ້າເງິນກູ້ທີ່ໄດ້ຢຸດເຊົາການດໍາເນີນກິດຈະການທັງໝົດ ຫຼື ບາງສ່ວນ ເນື່ອງຈາກມາດຕະການປ້ອງກັນ ແລະ ຄວບຄຸມການແຜ່ລະບາດຂອງພະຍາດ ໂຄວິດ-19 ຂອງລັດຖະບານໃນໄລຍະຜ່ານມາ. ໃນຂໍ້ຕົກລົງດັ່ງກ່າວໄດ້ລະບຸນະໂຍບາຍສິນເຊື່ອທີ່ສໍາຄັນ ຄື: 1) ການປັບປຸງໂຄງສ້າງໜີ້ດ້ວຍການກໍານົດອາຍຸສັນຍາຄືນໃໝ່, ເລື່ອນກໍານົດ ເວລາຊໍາລະຕົ້ນທຶນ ແລະ ດອກເບ້ຍ, ປັບຫຼຸດອັດຕາດອກເບ້ຍ ແລະ ຄ່າທໍານຽມໃຫ້ລູກໜີ້ຕາມທີ່ເຫັນວ່າເໝາະສົມ ແລະ ໃຫ້ສອດຄ່ອງກັບຄວາມສາມາດໃນການຊໍາລະໜີ້ຕົວຈິງຂອງລູກໜີ້, 2) ສະໜອງເງິນກູ້ບ້ວງໃໝ່ໃຫ້ແກ່ລູກໜີ້ ແລະ ຜູ້ທີ່ໄດ້ຮັບຜົນກະທົບ ເພື່ອເປັນທຶນໝູນວຽນເສີມສະພາບຄ່ອງ ແລະ ເພື່ອຟື້ນຟູທຸລະກິດ ໂດຍຫ້າມປ່ອຍກູ້ເພື່ອມາຊໍາລະເງິນກູ້ບ້ວງເກົ່າ. ນອກນີ້, ການຈັດຊັ້ນໜີ້ພາຍຫຼັງການປັບປຸງໂຄງສ້າງ ແມ່ນໃຫ້ຮັກສາໄວ້ຊັ້ນເດີມ, ລູກໜີ້ທີ່ໄດ້ຮັບຜົນກະທົບ ທີ່ຖືກຈັດຊັ້ນເປັນໜີ້ຕ້ອງຮັບທວງຍາກ ແຕ່ວັນທີ 01 ມັງກອນ ປີ 2020 ເປັນຕົ້ນມາ ສາມາດຈັດຊັ້ນເປັນໜີ້ທີ່ຄວນເອົາໃຈໃສ່ ແລະ ໃຫ້ມີໄລຍະເວລາປອດໜີ້ ຕົ້ນທຶນ ແລະ ດອກເບ້ຍເປັນເວລາ 1 ປີ ຫຼື ຕາມການຕົກລົງລະຫວ່າງ ເຈົ້າໜີ້ ແລະ ລູກໜີ້. ພ້ອມດຽວກັນນີ້, “ທຫລ” ໄດ້ມີການດັດປັບເຄື່ອງມືນະໂຍບາຍເງິນຕາ ໂດຍສະເພາະໄດ້ຫຼຸດອັດຕາສ່ວນເງິນແຮຝາກບັງຄັບທີ່ເປັນສະກຸນເງິນກີບລົງຈາກ 5% ມາເປັນ 4% ແລະ ເງິນຕາຕ່າງປະເທດຈາກ 10% ມາເປັນ 8% ເພື່ອໃຫ້ທະນາຄານທຸລະກິດໄດ້ມີແຫຼ່ງທຶນຫຼາຍຂຶ້ນໃນການຂະຫຍາຍສິນເຊື່ອ ເພື່ອຊຸກຍູ້ຂະແໜງການເສດຖະກິດທີ່ໄດ້ຮັບຜົນກະທົບ. ມາເຖິງເດືອນເມສາ 2020 ໄດ້ມີການເລື່ອນຊໍາລະຕົ້ນທຶນ ແລະ ດອກເບ້ຍ, ປັບຫຼຸດອັດຕາດອກເບ້ຍເງິນກູ້ ແລະ ສະໜອງເງິນກູ້ບ້ວງໃໝ່ໃຫ້ລູກຄ້າຂອງຕົນ ໂດຍທະນາຄານທຸລະກິດຈໍານວນ 21 ແຫ່ງໄດ້ປະຕິບັດນະໂຍບາຍຜ່ອນຜັນສິນເຊື່ອໃຫ້ແກ່ລູກຄ້າ 4.918 ບໍລິສັດ ລວມເປັນເງິນ 13.009 ຕື້ກວ່າກີບ ແລະ ສະຖາບັນການເງິນຈໍານວນ 10 ແຫ່ງ ໄດ້ປະຕິບັດນະໂຍບາຍຜ່ອນຜັນສິນເຊື່ອໃຫ້ແກ່ລູກຄ້າ 1.250  ບໍລິສັດ ລວມເປັນເງິນ 65 ຕື້ກວ່າກີບ. way to address the liquidity issue for business affected by the COVID-19

As the COVID-19 has been spreading throughout the world causing concerns and disrupting economic progression as well as reducing public confidence, businesses have been affected, especially those in the manufacturing, service and tourism area. Such disruption has also affected the management of financial liquidity of businesses in terms of its own operative budget as well as bank loans. In this article, the writer would like to present to you briefly about credit policies of Bank of the Lao PDR (BOL), commercial banks and financial institutions that have been promulgated in order help businesses or debtors in handling with the current economic slump.

BOL’s policies:

“BOL” issued the Agreement on Credit Policies to help easing impacts of the COVID-19 No. 238/BOL dated March 26, 2020 which stipulates policies in helping debtors of commercial banks and financial institutions to be able to resume their normal business operation. The agreement aims at helping debtors who have been instructed by the government to stop their business operation entirely or partly in order to prevent the COVID-19 pandemic. The agreement specifies important policies, namely 1) debt restructuring by resetting contract duration, extending debt and interest repayment due, reducing interest and fee down to a proper rate in accordance with the actual repayment capability of debtors; 2) provide new portion of loan to debtors as well as the affected parties as a source to supplement their liquidity and business recovery, not to repay the previous debt. Moreover, debtor classification after the debt restructuring will remain the same. Affected debtors who have been classified as difficult debtors since January 1, 2020 will now be regarded as those requiring close attention. This classification will also grant debtors a grace period of 1 year or duration agreeable between creditors and debtors. At the same time, “BOL” has been adjusted monetary tools, particularly to decrease the mandatory deposit in kip from 5% to 4% and 10% to 8% for foreign currencies in order to provide commercial banks with additional financial sources, hence expanding credits to support the economic growth of affected sectors. In April 2020, 21 commercial banks have granted debt and interest repayment extension, interest rate reduction and new loan allocation to 4,918 companies worth totally 13,009 billion kip. In addition, 10 financial institutions have also exercise policies easing debt issue for 1,250 firms worth 65 billion kip in cumulative.
