ການເຂົ້າເຖິິງແຫຼ່ງທຶນແມ່ນໜຶ່ງໃນນະໂຍບາຍສົ່ງເສີມວິສາຫະກິດຂະໜາດນ້ອຍ ແລະ ກາງ

ໃນກອງປະຊຸມສະໄໝສາມັນເທື່ອທີ 7 ຂອງສະພາແຫ່ງຊາດຊຸດທີ VIII ທີ່ໄດ້ຈັດຂຶ້ນໃນເດືອນມີຖຸນາ 2019 ຜ່ານມານີ້ ມີຄໍາຖາມເຈາະຈີ້ມລັດຖະບານໃນຫຼາຍໆບັນຫາ ຊຶ່ງໜຶ່ງໃນນັ້ນກໍມີ ບັນຫາການເຂົ້າເຖິງແຫຼ່ງທຶນຂອງ ຫົວໜ່ວຍວິສາຫະກິດຂະໜາດນ້ອຍ ແລະ ກາງ (ວນກ ຫຼື SME) ຊຶ່ງປິ່ນອ້ອມບັນຫາອັດຕາດອກເບ້ຍສູງແລະ ທຶນປ່ອຍກູ້ທີ່ບໍ່ພຽງພໍກັບຄວາມຕ້ອງການ. ປະເດັນກ່ຽວກັບ “ທຶນ” ຍາມໃດກໍເປັນກະແສຂອງສັງຄົມ ແລະ ບັນດາຜູ້ປະກອບກິດຈະການເອງກໍໃຫ້ຄວາມສຳຄັນເປັນອັນດັບຕົ້ນໆ  ເຖິງວ່າ ໃນຄວາມເປັນຈິງອາດບໍ່ແມ່ນບັນຫາຕັດສິນຊີ້ຂາດຊາຕາກຳຂອງ  ວນກ ເນື່ອງຈາກວ່າ ໃນດ້ານຫຼັກການ ພາກລັດຕ້ອງໄດ້ໃຫ້ການສະໜັບສະໜູນ ແລະ ສົ່ງເສີມ ວນກ ໃນ 2 ຮູບການຄື:

(1) ການສະໜັບສະໜູນດ້ານການເງິນ (2) ການສະໜັບສະໜູນທີ່ບໍ່ແມ່ນການເງິນ ຄຽງຄູ່ກັນໄປ. ອີງຕາມຜົນການສຳຫຼວດຂອງທະນາຄານໂລກປີ 2012 ເຫັນວ່າ ມີພຽງແຕ່ 24,7% ແລະ 46,7% ຂອງວິສາຫະກິດຂະໜາດນ້ອຍ ແລະ ວິສາຫະກິດຂະໜາດກາງ ທີ່ໄດ້ຮັບສິນເຊື່ອຈາກທະນາຄານ ຕາມດຳລັບ. ທະນາຄານທຸລະກິດສ່ວນຫຼາຍປ່ອຍສິນເຊື່ອໄລຍະສັ້ນ ແລະ ກາງ ທີ່ເປັນທຶນໝູນວຽນ (ໄລຍະເວລາບໍ່ເກີນ 1-3 ປີ)  ແລະ ຍັງມີອັດຕາດອກເບ້ຍທີ່ຖືວ່າສູງ.

ໃນໄລຍະຜ່ານມາ ລັດຖະບານກໍໄດ້ເອົາໃຈໃສ່ແກ້ໄຂບັນຫາຂອງ ວນກ ທີ່ກ່ຽວກັບເຂົ້າຫາແຫຼ່ງທຶນ ໂດຍການສ້າງຕັ້ງ “ກອງທຶນພັດທະນາ  ແລະ ສົ່ງເສີມ ວນກ” (ທສວ) ພາຍໃຕ້ ດໍາລັດ ເລກທີ 123/ນຍ ລົງວັນທີ 03/03/2010 ເພື່ອເປັນກົນໄກລະດົມທຶນຢ່າງລວມສູນ ເຂົ້າໃນການສົົ່ງເສີມ ວນກ ໃນ 2 ເປົ້າໝາຍຫຼັກ ຄື: (1) ເປັນແຫຼ່ງທຶນໄລຍະຍາວ ແລະ ຕົ້ນທຶນຕໍ່າ ໃຫ້ແກ່ທະນາຄານທຸລະກິດ ແລະ ສະຖາບັນການເງິນອື່ນເພື່ອປ່ອຍກູ້ໃຫ້ ວກນ, ແລະ (2) ເປັນທຶນສະໜັບສະໜູນໂຄງການວິຊາການ ເພື່ອສ້າງຄວາມເຂັ້ມແຂງ ແລະ ຄວາມອາດສາມາດໃນການແຂ່ງຂັນໃຫ້ ວນກ.​ ພາຍຫຼັງທີ່ ທສວ ໄດ້ຮັບການສ້າງຕັ້ງຂຶ້ນ ເລີ່ມແຕ່ປີ 2012 ລັດຖະບານລາວໄດ້ສະໜອງທຶນເລີ່ມຕົ້ນໃຫ້ ທສວ ຈໍານວນ 32 ຕື້ກີບ ຊຶ່ງ ທສວ ໄດ້ສະໜອງໃຫ້ທະນາຄານພັດທະນາລາວ ເພື່ອນຳໄປ​ປ່ອຍ​ກູ້​ໃຫ້ ວນກ ມາຮອດປັດຈຸບັນ ສາ​ມາດ​ສະ​ໜອງ​ສິນ​ເຊື່ອ​ໃຫ້ ວນກ ໄດ້ແລ້ວທັງໝົດ 107 ຫົວໜ່ວຍທຸລະກິດ ໃນອັດຕາດອກເບ້ຍລະຫວ່າງ 6,5-9% ຕໍ່ປີ. ນອກຈາກນັ້ນ, ເລີ່ມແຕ່ປີ 2014 ລັດຖະບານໄດ້ອະນຸມັດໂຄງການຮ່ວມມືກັບທະນາຄານໂລກ ທີ່ມີຊື່ວ່າ: ວນກ ເຂົ້າເຖິງການເງິນ ຫຼື SME Access to Finance/A2F ໂດຍ ສປປ ລາວ ໄດ້ຮັບເງິນກູ້ຢືມດອກເບ້ຍຕໍ່າມູນຄ່າ 15.000.000 USD (ສິບຫ້າລ້ານ​ໂດ​ລາ​ສະ​ຫະ​ລັດ) ຫຼື ​ເປັນ​ເງິນ​ກີບ​ຈຳ​ນວນ 111,68 ຕື້​ກີບ ເພື່ອສະໜອງທຶນໃຫ້ 4 ທະນາຄານ​ທຸລະ​ກິດ ໄດ້ແກ່:  ທະນາຄານລາວຈີນ, ທະນາຄານເອັສທີ, ທະນາຄານ ຊາ​ຄອມແບັງ​ລາວ ແລະ ທະ​ນາ​ຄານ​ຮ່ວມ​ທຸ​ລະ​ກິດລາວ​-ຫວຽດ ໃນການປ່ອຍສິນເຊື່ອໃຫ້ແກ່ບັນດາ ວນກ. ຊຶ່ງສາມາດປ່ອຍກູ້ໃຫ້ແກ່ ວນກ ຈຳນວນ 139 ຫົວຫນ່ວຍ ໃນອັດຕາດອກເບ້ຍລະຫວ່າງ 7-10% ຕໍ່ປີ ເຖິງວ່າ ອັດຕາດອກເບ້ຍບໍ່ຕໍ່າຫຼາຍ ແຕ່ກໍຖືວ່າຕໍ່າກວ່າອັດຕາປ່ອຍກູ້ທົ່ວໄປຂອງທະນາຄານທຸລະກິດໃນ ສປປ ລາວ. ສິ່ງສຳຄັນທີ່ຈະຕັດສິນວ່າອັດຕາດອກເບ້ຍຈະຕໍ່າ ຫຼື ສູງ ແມ່ນກ່ຽວພັນກັບແຫຼ່ງທີ່ມາຂອງທຶນ ເປັນຕົ້ນຕໍ. ຈໍານວນເງິນທີ່ປ່ອຍກູ້ໃນບ້ວງຂອງ ທສວ ກວມເອົາພຽງແຕ່ 1% ຂອງລວມຍອດການປ່ອຍກູ້ໃຫ້ ວນກ ຜ່ານລະບົບທະນາຄານ ເທົ່ານັ້ນ ຫຼື ປະມານ 14 ພັນຕື້ກວ່າກີບ. ແນ່ນອນວ່າ ຈະບໍ່ສາມາດຕອບສະໜອງກັບຄວາມຮຽກຮ້ອງຕ້ອງການສິນເຊື່ອຕົວຈິງ ຂອງ ວນກ ຢູ່ໃນ ສປປ ລາວ ທີ່ກວມເອົາເຖິງ 99,8% ຂອງວິສາຫະກິດທັງໝົດຢູ່ໃນສປປ ລາວ.

ໃນຕົວຈິງ ບາງ ວນກ ທີ່ໄດ້ສິນເຊື່ອໃນບ້ວງ ທສວ ພັດນໍາໃຊ້ເງິນບໍ່ຖືກກັບເປົ້າໝາຍ ເຊັ່ນ: ນຳໄປຊື້ຊັບສິນຄົງທີ່ ແທນທີ່ຈະນໍາເງິນທີ່ຢືມມາໄດ້ນັ້ນ ໄປປັບປຸງການຜະລິດ ເຕັກໂນໂລຊີ ເພື່ອເພີ່ມຜະລິດຕະພາບ ຈິ່ງເຮັດໃຫ້ເກີດມີສິນເຊື່ອທີ່ບໍ່ເກີດດອກອອກຜົນ ຫຼື NPL ຈຳນວນໜຶ່ງ.

ສະນັ້ນ ເພື່ອຢາກຊຸກຍູ້ສົ່ງເສີມ ວນກ ຢ່າງແທ້ຈິງ ລັດຖະບານຈຶ່ງຄວນສົມທົບທຶນ ທີ່ມີຕົ້ນທຶນຕໍ່າໃຫ້ ທສວ ໃນຈຳນວນທີ່ສົມຄູ່ກັບຈຳນວນ ວນກ ທີ່ມີຕົວຈິງ ເພື່ອສະໜອງໃຫ້ບັນດາທະນາຄານທຸລະກິດທີ່ມີປະຫວັດດີ ນຳໄປປ່ອຍສິນເຊື່ອໃຫ້ແກ່ ວນກ ຕາມເງື່ອນໄຂ ແລະ ລະບຽບການ ທີ່ລັດຖະບານໄດ້ກຳນົດອອກ. ອັນສໍາຄັນ ພາກລັດຍັງຕ້ອງໄດ້ກຳນົດຂະແໜງການບູລິມະສິດ ທີ່ມີທ່າແຮງສ້າງຖານລາຍຮັບໃໝ່  ທີ່ຕ້ອງໃຫ້ການຊຸກຍູ້ສົ່ງເສີມໃນແຕ່ລະໄລຍະ, ເພື່ອເປັນບ່ອນອີງໃຫ້ບັນດາທະນາຄານທຸລະກິດ ໃນການພິຈາລະນາອະນຸມັດສິນເຊື່ອ. ພ້ອມນັ້ນ ທສວ ຕ້ອງໄດ້ຮ່ວມມືກັບບັນດາທະນາຄານທຸລະກິດ ທີ່ໄດ້ຮັບສິດປ່ອຍກູ້ເງິນກອງທຶນ, ຕິດຕາມ ຊ່ວຍເຫຼືອ ວນກ ທີ່ໄດ້ຮັບສິນເຊື່ອ ເພື່ອໃຫ້ນຳໃຊ້ເງິນໃຫ້ຖືກເປົ້າໝາຍ ແລະ ມີປະສິດທິຜົນ. ນອກນັ້ນ ສຳລັບ ວນກ ທີ່ມີທ່າແຮງໃນການພັດທະນາ ແລະ ຂະຫຍາຍທຸລະກິດ ແຕ່ຫາກປະສົບບັນຫາທາງທຸລະກິດເຮັດໃຫ້ກາຍເປັນ NPL ກໍຄວນມີໂຄງການຟື້ນຟູເຂົາເຈົ້າເພື່ອໃຫ້ກັບມາດຳເນີນທຸລະກິດໄດ້ອີກຄັ້ງ. ໄປຄຽງຄູ່ກັບການສະໜອງທຶນໃຫ້ແກ່ ວນກ ລັດຖະບານກໍຍັງຕ້ອງໄດ້ສືບຕໍ່ໃຫ້ການສະໜັບສະໜູນ ແລະ ຊ່ວຍເຫຼືອ ທາງດ້ານເຕັກນິກ ວິຊາການ ແກ່ ວນກ ເພື່ອສ້າງຄວາມເຂັ້ມແຂງໃຫ້ແກ່ພວກເຂົາ ໃຫ້ສາມາດສ້າງກຳໄລ ແລະ ເຕີບໃຫຍ່ຂະຫຍາຍຕົວ  ເພື່ອເປັນພື້ນຖານອັນແຂງແຮງໃຫ້ແກ່ເສດຖະກິດແຫ່ງຊາດ ແລະ ກາຍເປັນວິສາຫະກິດຂະໜາດໃຫຍ່ ໃນຕໍ່ໜ້າ.

financial accessibility is another policy for SME promotion

In the 7th Ordinary Session of the National Assembly 8th Legislature which was held in June 2019, the Government was asked many questions regarding many issues, including difficulties related to financial accessibility of SMEs in terms of high interest and insufficient loan. “Fund” is always a hot topic in society which entrepreneurs attach great importance on, despite the fact that it is not a decisive factor for the fate of SMEs. In principle, the Government shall support and promote SMEs in 2 forms, such as:

  • Financial support in collaboration with (2) non-financial support. According to a survey conducted by the World Bank in 2012, there were only 24.7% of small and 46.7% of medium enterprises received credit from banks. Most commercial banks release a short and medium-term credit as a working capital (for the period of not beyond 1-3 years) with a quite high interest.

Previously, the Government has paid close attention on addressing issues for SMEs, especially the financial accessibility by establishing the “SME Development and Promotion Fund” under the Decree No. 123/PM dated March 03, 2010 as a unified mechanism for fund mobilization to promote SMEs with 2 main objectives, namely (1) serve as a long-term and low-cost financial source for commercial banks and financial institutes to lend to SMEs, and (2) serve as a fund supporting technical projects to strengthen an ability to compete for SMEs. After the establishment of the SME Fund in 2012, the Lao Government initially allocated 32 billion kip for the SME Fund to distribute to the Lao Development Bank to lend to SMEs. To date, totaling 107 SMEs have been financially supported with interest rate between 6.5-9% per year. Moreover, in 2014, the Government approved a project cooperated with the World Bank titled SME Access to Finance/A2F. In this project, the Lao PDR received 15,000,000 (fifteen million) US dollar in soft loan or 111.68 billion kip distributed to 4 commercial banks, namely Laos-China Bank, ST Bank, Sacombank Laos and Lao-Viet Joint Venture Bank to release as credits for SMEs. With this, 139 received loan with interest rate between 7-10% per annum. Although the interest rate may not seem that low, but it is lower than the rate offered by other commercial banks in the Lao PDR. The important thing that will decide whether the interest rate is low or high is related to the financial source. The amount of loan provided by the SME Fund covers only 1% of the total loans through banking system to SMEs or about 14 billion kip. Certainly, this cannot meet the demand for credits from SMEs in the Lao PDR which take up 99.8% of the total proportion of enterprises in the Lao PDR. In practice, the loans offered by the SME fund have become NPL because some SMEs spent the loan on fixed asset rather than to invest on technologies to improve their productivity.
