Outstanding achievements of the Government

during the past 4 months

Mr. ThonglounSisoullith, Prime Minister, presented a summary report regarding the implementation of the National Socio-Economic Development Plan and the state budget plan during the past 4 months, including the expectation during the first 6 months as well as direction for the last 6 months of 2019 at the 7th Ordinary Session of the National Assembly 8th Legislature on June 5, 2019. He said that during the past 4 months, the regional and international community has been experiencing uncertainties, especially the global economy which has not been well expanded resulted from the trade war between world’s great powers. The regional economic growth dropped from 5.9% in 2018 to 5.7% in 2019. Developing countries in Asia will also face with a downturn, expectedly from 6.4% in 2018 to 6.2% in 2019. Middle East’s oil output restriction policy has driven oil price to its peak in the global market.

Such events have been impacting directly and indirectly the national macro-economic management of Laos, which is already weak, imposing further challenges to be addressed. In addition, our country also suffered from the natural disaster occurred in the central part in 2018 with the total destruction worth of approximately 3.167 billion kip or about 372 million US dollar. This is a serious issue which requires more fund to tackle urgently.

Prime Minister also pointed out some outstanding achievements during the past 4 months. The import-export volume was able to reach 2.573 million US dollar or 22.7% as planned (the National Assembly’s resolution plans to reach 11.291 million US dollar). The import of rice accounted for 1.217 million US dollar or 21% as planned (the resolution plans for 5.775 million US dollar), whereas the rest were fuels, vehicles and spare parts, electric devices, machinery and construction materials. For export, it made up 1.356 million US dollar or 24.5% as planned (the resolution aims for 5.516 million US dollar). Mainly, electricity, minerals, cassavas, mixed gold, clothes and electric devices were exported.

 

Price control has been done in lines with the promotion of processing industry and handicraft aiming for expanding export markets both regionally and internationally for the Lao PDR. The country was able to reach 3.240 billion kip in value for the production of processing industry and handicraft or 26.1% according to the annual plan (the parliament’s resolution aims for 12,386 billion). Comparing to the previous year, the value increased by 33.6%.

 

Government has been promoting the commercialization and marketing of Lao brands. Distinctively, 6 units of “One District One Product (ODOP)” business were granted with a license to carry out their production of 18 goods making up 171 ODOP businesses and 647 products in total.

 

The Instruction No. 15/PM on Reinforcing Forest Governance and Inspection of Timber Exploitation, Timber Movement and Timber Business will continue to be implemented strictly. Previously, the number of illegal and sub-standard timber factories were reduced to 1,086 factories out of 1,595 in 2016. In addition, local manufacturers were increasingly supported to be able to process up to 140,800 m3 valuing approximately 71.8 million US dollar for export.

 

In terms of electricity and mining, Laos is able to generate electricity for 7,590 million KWh valuing about 3,750 billion kip, increases 2.3% or 22.6% as planned (the assembly’s resolution plans to reach 33,874 million KWh valuing 16,575 billion kip). Based on the output, 5,740 million KWh with a 7.7% decrease from last year or 23% as planned (the resolution targets for 25,625 million KWh) is exported valuing 334 million US dollar or 23% as planned (expected 1,451 million US dollar). Moreover, the country can also process mineral resources worth 3,199 billion kip or 26.9% as planned (anticipated 11,864 billion).

 

Ease of doing business in Laos is making an excellent progress. Concerned sectors have been paying attention on addressing issues within their line of work. To date, the Lao PDR has been doing well on the 10 indicators with asset registration, credit access, tax payment, law enforcement and bankruptcy solution indicator improved in a slow pace. According to the Government’s anticipation, the ease of doing business ranking of the Lao PDR for 2020 might change slightly, but will be better in 2021.

 

Investment promotion for domestic and foreign private enterprises at the central and local level has been implemented actively. With such promotion, 1,266 projects were approved with the total registered capital of 4,735 million US dollar or about 30.974 billion kip (the parliament’s resolution aims for 23.086.1 billion kip). Currency management has been carried out carefully, while maintaining the inflation rate at 1.5% (the resolution aims at keeping the rate below 5% at year’s end). There is 9% of M2 in reserve (the resolution agrees to possess on average not more than 20%). Comparing kip with foreign currencies, it depreciates by 0.4% against US dollar and 3.4% against Thai baht (the resolution agrees to maintain Lao kip at -+5%). The difference in exchange rate between commercial banks and markets in general is 1.7% for kip to dollar and 0.4% for kip to Thai baht.

 

Banking credits, as of March 2019, reached 76,030.60 billion kip with an increase by 3.13% covering 46.32% of the total GDP (the Government aims to reach 55% of the total GDP by the end of 2019). Granted credits can be broken down into 10.24% for agriculture, 28.09% for industry, 46.03% for service and 15.64% for other sector. Banks, as of March 2019, has granted credits in total of 3,027.23 billion kip to finance poverty eradication. In that amount, 2,000.02 billion kip was released as a loan for targeted districts, with the rest went to local public authorities for 312.01 billion kip. The 3-build related works were supported with 288.92 billion kip, while priority projects of commercialization received 426.28 billion kip. Up until March 2019, SMEs were granted credits amounting 14,077.01 billion kip in total accounting for 19.52% of the total credits available in the system. The country’s foreign currency reserve is sufficient to support import up to 3.28 months (the resolution aims for more than 3 months), non-performance loan (NPL) is at 3.1% of the total credit balance (the 2019 resolution requires NPL to be below 3%).

 

The implementation of major infrastructure projects were carried out as planned, such as the Vientiane-Vangvieng Expressway Construction project for 109km. Currently, Vientiane Capital achieved 80% of its border demarcation and compensated any removed properties for 3.6km in length. The Laos-China Railway Project is now 64.2% completed with the total amount of compensation up to the first 3 months of this year of 851.53 billion kip.

 

The implementation of the state budget plan during the first 4 months

 

Revenue: the Government was able to collect 6,320 billion kip or 24% of the annual plan. Revenue collect from internal sources amounted 6,242.50 billion kip or 25.7% of the annual plan. Revenue in the form of aid valued 78.8 billion kip or 3.8% of the annual plan. Expenditure: the Government allocated 6.668 billion kip of spending or 19.9% of the annual plan. In this amount, the central authority spent 4,727 billion kip or 19.6%, while the local authority used 1,941 billion kip or 20.8% of the annual plan. Out of all expenditures, salary and subsidiary payment accounted for 3,479 billion kip or 31.4%, whereas other spending for administrative purpose made up 10.7% of the annual plan.  24.6% of the total spending went to domestic and foreign debt repayment with the rest of 13% served as domestic and foreign investment. Balancing: during the past 4 months, Laos suffered from 347 billion kip deficit. Moreover, the principal of 2,432 billion kip needs to be paid up in order to balance domestic and foreign debt. The Government was able to mobilize fund of 3,453 billion kip or 19.6% of the annual plan from domestic and international financial sources to help balancing budget gap.

 

Mr. Thongloun Sisoulith also presented goals for the implementation of the National Socio-Economic Plan as well as the state budget plan for the last 6 months of 2019. He said that the Government will continue to implement its focused works stipulated in the Decree No. 560/PM and 8 measures to stimulate economy, the National Assembly’s Resolution No. 99/NA and 100/NA. The initial goals set out to be achieved in the implementation of the state budget plan for the first 6 months of 2019 were revenue: according to the first 6 months plan, about 12,658 billion kip or 48.1% initially would be collected. In practice, 12,965 billion kip or 49.2% was collected in just the first 4 months. In that amount, domestic revenue accounted for 12,128 billion kip or 50% of the plan which could be broken down into: tax for 5,918 billion kip or 48%, customs for 3,760 billion kip or 50%, state enterprise management and insurance for 1,410 billion kip or 60%, public assets for 1,038 billion kip or 50.07% and others for 1.3 billion kip. Revenue in the form of grant aid accounted for 834 billion kip or 40% of the annual plan. Balancing: Laos will face with budget deficit of about 1,162 billion kip. Furthermore, the principal of 4,711 billion kip needs to be paid up in order to balance domestic and foreign debt, including the demand for 5,875.8 billion kip to help balancing budget gap. Based on the initial estimation, the Government will succeed mobilizing fund from domestic and international financial sources of about 6,855.6 billion kip or 38.9% of the annual plan. In that amount, domestic sources will account for 2,197.4 billion or 34.5%, while international finance will make up 4,658 billion kip or 41.3% of the annual plan.

 

Prime Minister further said that in the mid of the time when the global economic is experiencing a slow growth, Lao PDR is in the process of reforming its economic structure with a particular aim at achieving various tasks, namely to mitigate dependency on energy and mining investment, and foreign loan to invest in infrastructure development which has low economic efficiency. Instead, product commercialization, processing industry, tourism and transit service, connectivity and economic potential development shall be promoted and strengthened. Any economic activities which contradict with the Government’s policy, concerned laws and regulations shall be prohibited and subject to disciplinary measures, such as drug trafficking, illegal logging, tax avoidance, and other activities which limit and block cash from flowing into the country.

 

Above brief estimation helps pointing out issues, causes, directions and methods for solving the problems which were agreed unanimously at the last two plenary sessions. The sessions also provided guidance for the Government to further implement.
