ຊອກຮູ້ແຜນພັດທະນາເສດຖະກິດສັງຄົມ ປີ 2019

ປີ 2019 ລັດຖະບານ ຖືວ່າເປັນປີປ່ຽນແປງທີ່ສໍາຄັນໃນການກໍ່ສ້າງແຜນລາຍຮັບ-ລາຍຈ່າຍ ໂດຍອີງໃສ່ຄວາມສາມາດທາງດ້ານງົບປະມານຕົວຈິງ ແນ່ໃສ່ຫຼຸດຜ່ອນການຂາດດຸນງົບປະມານ.

  • ໃນບົດລາຍງານລວມກ່ຽວກັບສະພາບການຈັດຕັ້ງປະຕິບັດແຜນພັດທະນາເສດຖະກິດ-ສັງຄົມ; ແຜນງົບປະມານແຫ່ງລັດ; ແຜນເງິນຕາ ປີ 2018 ແລະ ທິດທາງແຜນການ ປີ 2019 ຕໍ່ກອງປະຊຸມສະໄໝສາມັນເທື່ອທີ່ 6 ຂອງສະພາແຫ່ງຊາດຊຸດທີ່ VIII ( ຄັ້ງກໍານົດ 20 ພະຈິກ – 21 ທັນວາ 2018 ) ທີ່ສະເໜີໂດຍ: ທ່ານ ສົມດີ ດວງດີ , ຮອງນາຍົກລັດຖະມົນຕີ, ລັດຖະມົນຕີກະຊວງການເງິນໄດ້ມີບາງຈຸດເວົ້າເຖິງແຜນພັດທະນາເສດຖະກິດ-ສັງຄົມ ໃນປີ 2019 ໄວ້ວ່າ: ໂດຍລວມແລ້ວສະພາບເສດຖະກິດຂອງໂລກໃນປີ 2109 ຄາດວ່າຈະເຕີບໂຕໃນຈັງຫວະດຽວກັນປີ 2018 ຄືປະມານ 3,9%, ການສົ່ງອອກແຮ່ທາດຕ່າງໆຈະປັບໂຕຂຶ້ນ, ລາຄານໍ້າມັນຈະສູງຂຶ້ນ. ບັນຫາທີ່ທ້າທາຍ ແລະ ເປັນຄວາມສ່ຽງຕໍ່ເສດຖະກິດບັນດາປະເທດກໍາລັງພັດທະນາແມ່ນສົງຄາມການຄ້າ ລະຫວ່າງ ສະຫະລັດອາເມຣິກາ ກັບບັນດາປະເທດຄູ່ຄ້າທີ່ເກີນດູນການຄ້າກັບສະຫະລັດ, ການເພີ່ມຂຶ້ນຂອງອັດຕາດອກເບ້ຍ ຂອງຕະຫຼາດການເງິນສາກົນ, ຫຼາຍປະເທດກໍາລັງພັດທະນາ ປະເຊີນກັບວິກິດການທາງດ້ານໜີ້ສິນ ແລະ ອັດຕາແລກປ່ຽນ, ຊິ່ງອາດຈະແຜ່ລາມກ້ວາງອອກ ກະທົບໃສ່ເສດຖະກິດໂລກໂດຍລວມ.

  • ຄາດໝາຍສູ້ຊົນດ້ານມະຫາພາກ

ຄາດໝາຍສູ້ຊົນເຮັດໃຫ້ລວມຍອດມູນຄ່າຜະລິດຕະພັນພານໃນ (GDP) ເພີ່ມຂຶ້ນ 6,7% ຂຶ້ນໄປ ແລະ ມູນຄ່າເພີ່ມຕາມລາຄາໃນປີໃຫ້ໄດ້ 165,475 ຕື້ກີບ ຫຼື ເພີ່ມຈາກປີ 2018 ປະມານ 13,000 ຕື້ກີບ. ຂະແໜງກະສິກໍາເພີ່ມຂຶ້ນ 2,8%, ຂະແໜງອຸດສາຫະກໍາເພີ່ມຂຶ້ນ 8,3%, ຂະແໜງການບໍລິການເພີ່ມຂຶ້ນ 6,6%, ພາສີຈາກການນໍາເຂົ້າເພີ່ມຂຶ້ນ 7%, ລາຍໄດ້ສະເລ່ຍຕໍ່ຫົວຄົນປະມານ 2.726 ໂດລາສະຫະລັດ, ຖ້າຄິດໄລ່ເປັນ GNI ລາຍໄດ້ຕໍ່ຫົວຄົນຈະມີມູນຄ່າ 2.317 ໂດລາສະຫະລັດ, ລະດົມທຶນລວມເພື່ອການພັດທະນາໃຫ້ໄດ້ທັງໝົດບໍ່ຕໍ່າກ່ວາ 44.507,17 ຕື້ກີບ ເທົ່າກັບ 27% ຂອງ GDP.

  • ການກໍ່ສ້າງເຂື່ອນໄຟຟ້າຈະສໍາເລັດ 12 ເຂື່ອນ ແລະ ສາມາດຜະລິດກະແສໄຟຟ້າໄດ້ ປະມານ 13,56 ຕື້ກິໂລວັດໂມງ, ການຜະລິດແຮ່ທາດ ເປັນຕົ້ນແຮ່ຄໍາ, ທອງແດງ, ແຮ່ກົ່ວ, ແຮ່ບົກຊິດຢູ່ແຂວງເຊກອງ ຈະມີການຂຸດຄົ້ນປຸງແຕ່ງ ແລະ ສົ່ງອອກເພີ່ມຂຶ້ນມີມູນຄ່າ 11,868 ຕື້ກີບ.

ເພື່ອເຮັດໃຫ້ເສດຖະກິດເຕບໂຕເພີ່ມຂຶ້ນ 6,7%, ຂຶ້ນໄປໃນປີ 2019 ນີ້ ຄາດຄະເນວ່າຄວາມຕ້ອງການທຶນ ເພື່ອພັດທະນາ ປະມານ 44.507,17 ຕື້ກີບ ປະມານ 27% ຂອງ GDP ໃນນັ້ນ:

  • ງົບປະມານການລົງທຶນພາຍໃນແມ່ນ 4.359,82 ຕື້ກີບເທົ່ານັ້ນ 2,63% ຂອງ GDP, ໃນນີ້: ບ້ວງລົງທຶນປົກກະຕິ 2.450 ຕື້ກີບ ແລະ ບ້ວງລົງທຶນອື່ນໆ 1.909,82 ຕື້ກີບ (ປະກອບມີ: ເງິນສົມທົບມຶນໂຄງການທາງລົດໄຟ 478,95 ຕື້ກີບ, ກອງທຶນທາງ 700 ຕື້ກີບ ແລະ ອື່ນໆ).

Get to know more about the 2019 socio-economic development plan

Lao Government regards 2019 as an important year for change in terms of their income-expenditure plan based on the actual ability of acquiring budget in order to mitigate deficit.

  • According to the summary report on the implementation of the socio-economic development plan; state budget plan; 2018 fiscal plan and directions for 2019 which were presented in the 6th Ordinary Session of the National Assembly 8th Legislature (from November 20 to December 21, 2018) by Mr. Somdy Douangdy, Deputy Prime Minister and Minister of Finance, he raised some points on the 2019 socio-economic development plan by saying that in general, the global economy in 2019 is anticipated to continue growing at the same pace of 2018 or 3.9%. There will be an increase in mineral export with a rise in oil price. Challenges and risks to the global economy lie within the trade war between the US and its trade surplus partners, and an increase in interest rate of the international financial market driving developing countries into debt and currency exchange crisis which could spread throughout the entire world’s economy.

In terms of domestic economy during the past 2-3 years, it can be estimated although the economy has been expanding constantly and highly between 6.5%-7%, such growth has very little impact on the state’s income. This is because most projects in the field of electricity, mining and large manufacturing industries are in the phase of tax-custom exemption. According to a technical assessment, the economy of areas where they experience income base increase grows only 4%-4.5%. In 2019, Lao economy will continue to grow at the rate of 6.7%, while experiencing sufferings in sensitive macro-economic areas. Major state enterprises are in the process of improvement. Government will still suffer from accumulated debts which will continue to complicate their state budget situation. Moreover, natural disasters occurred frequently throughout the country will heavily impact the implementation of the 2019 income-expenditure plan. There are also fiscal issues when currency exchange rate depreciates to a lower level than the past years and so on, which will affect the macro-economic stability as well as serve as risks upon the implementation of the socio-economic development and state budget.

  • Objectives to be achieved at the macro level

Strive for a GDP growth of 6.7% or more with added value of 165,475 billion kip or about 13,000 billion kip higher than the amount in 2018. Strive for the agricultural growth of 2.8%, industry for 8.3%, service for 6.6% and import tariff for 7% with the GDP per capita of approximately 2,726 dollar or 2,317 dollar based on the GNI calculation. Strive to mobilize funds for development of not below 44,507.17 billion kip or 27% of the total GDP.

  1. Factors that will contribute to the GDP growth of 6.7% as expected refer to the following:
  • Construction sector will continue to expand further because of the concentration on the Lao-Chinese Railway Project which is expected to be more than 60% completed, expressway construction projects, infrastructure building in the newly developed Siphandone District and infrastructure building in special economic zones.
  • 12 hydropower dams will be completed and are able to generate electricity about 13.56 billion KWh, processing minerals into gold ore, copper, lead ore and bauxite ore in Sekong Province in order to export more with a total value of 11.868 billion kip.
  • New industrial plants in special economic zones will start their operation, such as oil and gas processing factory, perfume manufacturing factory, and garment factory at the Saysetha Development Zone, Vientiane-Noanthong Special Economic Zone and Savan-Seno Special Economic Zone.
  • Basic infrastructure and facilities, namely irrigation system, pump, and irrigation ditch will be improved and maintained to be able to use more in the production process.
  • Provide technical enhancement including production supplies, such as rice seeds, fertilizer and others for agricultural areas in 7 major plateaus, some moderate plateaus and small plateaus across the country to increase productivity, especially in the pilot rice farms in Savannakhet and Khammouan.
  • Laos-China Tourism Year 2019 will help generating more income.

 

  1. Import-Export
  • Strive to achieve the export value of approximately 5.516 million US dollar.
  • Import value of about 5.775 million US dollar.
  • Trade deficit of 259 million US dollar.

 

  1. Goal on development fund spending

 

To ensure the economic growth of 6.7% or over in 2019, it is expected that such effort will need the development fund of about 44,507.17 billion kip or approximately 27% of the total GDP. In that:

 

  • Domestic invest budget will account for only 4,359.82 billion kip or 2.63% of the total GDP. Breaking down, the regular investment portion will account for 2,452 billion kip, whereas other portions will amount to 1,909.82 billion kip (this consists of the Railway Project supported fund of 478.95 billion kip, road tax of 700 billion kip and so on).
  • ODA will account for about 7,113.35 billion kip (equivalent to 4.29% of the total GDP). Due to the improvement of the domestic and international investment promotion mechanism, the investment environment has been developing with an aim of attracting investment fund of about 23,246 billion kip (equivalent to 12.1% of the total GDP).
  • Total value of financial and currency investment will reach 9,788 billion kip (equivalent to 5.9% of the total GDP).

These are summaries of macro-economic plans and goals to be achieved in 2019.
