ສະພາສະເໜີລັດຖະບານ

 ສະບັບກ່ອນໄດ້ນຳສະເໜີມະຕິກອງປະຊຸມສະພາແຫ່ງຊາດທີ່ຮັບຮອງຄາດໝາຍເສດຖະກິດມະຫາພາກ;  ສະບັບນີ້ຈະນຳສະເໜີບັນດາມາດຕະການທີ່ສະພາສະເໜີໃຫ້ລັດຖະບານເອົາໃຈໃສ່ເພີ່ມດັ່ງນີ້:

  1. ສືບຕໍ່ຮັກສາສະຖຽນລະພາບ ທາງດ້ານເສດຖະກິດມາຫາພາກ ໂດຍເອົາໃຈໃສ່ ຄຸ້ມຄອງ ແລະ ບໍລິຫານນະໂຍບາຍການເງິນ ແລະ ນະໂຍບາຍເງິນຕາ ຢ່າງຄ່ອງແຄ້ວເພື່ອສະກັດກັ້ນການເພີ່ມຂຶ້ນຂອງອັດຕາເງິນເຟີ້ ແລະ ອັດຕາແລກປ່ຽນ ທີ່ກຳລັງປະເຊີນໜ້າ, ຄວບຄຸມປະລິມານເງິນ M2, ແກ້ໄຂການຂາດດຸນງົບປະມານ ແລະ ຄຸ້ມຄອງອັດຕາສ່ວນໜີ້ເສຍ ຂອງລະບົບທະນາຄານ ໃຫ້ມີຄວາມເໝາະສົມ;
  2. ຮັບປະກັນການຈັດແບ່ງງົບປະມານການລົງທຶນ ໃຫ້ຂະແໜງການສູນກາງ ແລະ ທ້ອງຖິ່ນຕາມມະຕິກອງປະຊຸມສະພາແຫ່ງຊາດ ວ່າດ້ວຍ ການຮັບຮອງເອົາ ແຜນງົບປະມານແຫ່ງລັດປະຈຳປີ 2019 ເປັນຕົ້ນການຈັດແບ່ງງົບປະມານ ວຽກງານພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກ. ສຶກສາທິການ ແລະ ກິລາ, ສາທາລະນະສຸກ ແລະ ການຕ້ານຕາຝັ່ງເຈື່ອນ ຕາມແມ່ນ້ຳຊາຍແດນລະຫວ່າງຊາດ;
  3. ສົ່ງເສີມການລົງທຶນເອກະຊົນເຂົ້າໃນການ ກໍ່ສ້າງພື້ນຖານໂຄງລ່າງ ດ້ວຍຮູບແບບການກໍ່ສ້າງດໍາເນີນງານ ແລະ ມອບໂອນ (BOT) ເປັນຕົ້ນ ການກໍ່ສ້າງເສັ້ນທາງແກ້ໄຂຄວາມແອອັດໃນຕົວເມືອງໃຫຍ່ ແລະ ເສັ້ນທາງສຳຄັນ ຕາມເປົ້າໝາຍທີ່ມີິຄວາມຈຳເປັນ ເພື່ອຫຼຸດຜ່ອນການລົງທຶນຂອງພາກລັັດ;
  4. ການລົງທຶນຂອງລັດ ສໍາລັບໂຄງການໃໝ່ ຕ້ອງດໍາເນີນການປະເມີນ ກ່ອນການບັດຈຸເຂົ້າໃນແຜນປະຈໍາປີ ຕາມມາດຕາ 34; ຈັດປະເພດໂຄງການການລົງທຶນ ຕາມມາດຕາ 18 ແລະ ດຳເນີນການຊຳລະສະສາງໂຄງການ ຕາມມາດຕາ 19 ຂອງກົດໝາຍວ່າດ້ວຍ ການລົງທຶນຂອງລັດ ແລະ ຕ້ອງປະມູນຕາມ ມາດຕາ 13 ແລະ 18 ຂອງກົດໝາຍວ່າດ້ວຍ ການຈັດຊື້-ຈັດຈ້າງດ້ວຍທຶນຂອງລັດ ໂດຍນຳໃຊ້ ລາຄາຫົວໝ່ວຍ ທີ່ລັດຖະບານກຳນົດອອກ ໃນແຕ່ລະໄລຍະ ຢ່າງເຂັ້ມງວດ;

5.ສືບຕໍ່ ສູ້ຊົນປັບປຸງ, ແກ້ໄຂກົນໄກ ບໍລິຫານ, ບໍລິການຂອງລັດ ທີ່ຍັງເປັນອຸປະສັກກົດໜ່ວງທ່ວງດຶງ, ຊັກຊ້າ ແກ່ຍາວການອະນຸມັດການລງທຶນ ແລະ ການບໍລິການປະຊາຊົນເປັນຕົ້ນ ໃນຂະແໜງການການເງິນ, ແຜນການ ແລະ ການລົງທຶນ, ອຸດສາຫະກຳ ແລະ ການຄ້າ, ທະນາຄານ ແລະ ຂະແໜງການທ່ອງທຽວ ໃຫ້ມີການຫັນປ່ຽນທີ່ຕັ້ງໜ້າ ແລະ ດີຂຶ້ນ,

  1. ສົ່ງເສີມ ການປູກ-ການລ້ຽງ ທີ່ເປັນທ່າແຮງຂອງປະເທດ ໂດຍສະເພາະ ການຜະລິດກະສິກຳສະອາດ ແລະ ການຜະລິດກະສິກຳ ເປັນວັດຖຸດິບສະໜອງໃຫ້ແກ່ອຸດສາຫະກຳປຸງແຕ່ງ ເພື່ອຊົມໃຊ້ພາຍໃນ ແລະ ເປັນສິນຄ້າສົ່ງອອກດ້ວຍການນຳໃຊ້ເຕັກນິກ, ເຕັກໂນໂລຊີ ທີ່ທັນສະໄໝ ແລະ ມີຕະຫຼາດຮັບຮອງ;
  2. ຮີບຮ້ອຍ ອອກນິຕິກໍາ ກ່ຽວກັບການຄຸ້ມຄອງ ແລະ ນໍາໃຊ້ກອງທຶນຄົ້ນຄວ້າວິທະຍາສາດ ໃຫ້ສອດຄ່ອງກັບຄວາມຕ້ອງການຂອງຂະແໜງການ ບຸລິມະສິດ ເປັນຕົ້ນ ການຄົ້ນຄວ້າ ນະວັດຕະກຳ, ແນວພັນພືດ, ພັນສັດ, ຫົວອາຫານສັດ, ຝຸ່ນ ແລະ ຢາປາບສັດຕູພືດ ແບບຊີວະພາບ ໃຫ້ມີຄຸນນະພາບ ແລະ ປະສິດທິຜົນ;
  3. ກວດກາຄືນການກໍານົດແຜນພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກ ໂດຍເລັ່ງໃສ່ບັນດາເມືອງ ທີ່ຍັງມີອັດຕາສ່ວນຄວາມທຸກຍາກສູງ ເພື່ອມີແຜນຈັດສັນງົບປະມານລົງທຶນຂອງລັດປະຈຳປີ ໃນການພັດທະນາພື້ນທີ່ດັ່ງກ່າວ ໃຫ້ສຳເລັດຕາມແຜນທີ່ກຳນົດໄວ້;
  4. ເລັ່ງລັດ ຄົ້ນຄ້ວາບັນດານະໂຍບາຍສົ່ງເສີມການຜະລິດທຸລະກິດຂະໜາດນ້ອຍ ແລະ ກາງ (SME) ໃຫ້ສຳເລັດໂດຍໄວ; ອອກລະບຽບການຄຸ້ມຄອງ ແລະ ນຳໃຊ້ ກອງທຶນດັ່ງກ່າວໃຫ້ເປັນຮູບປະທຳ ແລະ ມີປະສິດທິຜົນ;
  5. ຮີບຮ້ອນກວດກາຄືນທາງດ້ານເຕັກນິກ ແລະ ຄຸນນະພາບ ການກໍ່ສ້າງເຂື່ອນໄຟຟ້າຕ່າງໆ ທີ່ກຳລັງກໍ່ສ້າງ ແລະ ກໍ່ສ້າງສຳເລັດແລ້ວ ໃນທົ່ວປະເທດ ເພື່ອຮັບປະກັນຄວາມປອດໄພ, ມີການຢັ້ງຢືນມາດຕະຖານເຕັກນິກ ໃຫ້ສຳເລັດໂດຍໄວ ເພື່ອໃຫ້ຜູ້ປະກອບການດັ່ງກ່າວ ສາມາດສືບຕໍ່ການກໍ່ສ້າງ ແລະ ດຳເນີນການຜະລິດ ຕາມແຜນການ ແລະ ສັນຍາທີ່ໄດ້ກຳນົດໄວ້;
  6. ຈັດຕັ້ງປະຕິບັດໂຄງການກໍ່ສ້າງສາຍສົ່ງໄຟຟ້າແຮງສູງ ທີ່ສະພາແຫ່ງຊາດ ໄດ້ຮັບຮອງເອົາແລ້ວນັ້ນ ໃຫ້ສຳເລັດໂດຍໄວ ເພື່ອເຊື່ອມຕໍ່ກັບລະບົບສາຍສົ່ງພາຍໃນ ແລະ ຕ່າງປະເທດ; ຮີບຮ້ອນຄົ້ນຄ້ວາ ແລະ ຂະຫຍາຍຕະຫຼາດຈຳໜ່າຍກະແສໄຟຟ້າ ຢູ່ພາຍໃນ ແລະ ຕ່າງປະເທດ ຢ່າງມີແຜນການ;
  7. 12. ບໍລິຫານຈັດການ ການປ່ອຍນໍ້າອອກຈາກເຂື່ອນໄຟຟ້າໃຫ້ຮັບປະກັນໄດ້ ການຕ້ານແລ້ງຕ້ານຖ້ວມ ຢ່າງມີປະສິດທິພາບ, ປະສິດທິຜົນ ແລະ ບໍ່ໃຫ້ມີຜົນກະທົບຕໍ່ການຜະລິດ ແລະ ການດຳລົງຊີວິດ ຂອງປະຊາຊົນ ທີ່ອາໄສຢູ່ລຽບຕາມແມ່ນ້ຳໃຕ້ເຂື່ອນ;
  8. ຮີບຮ້ອນຈັດຕັ້ງປະຕິບັດນະໂຍບາຍ ຫຼຸດລາຄາໄຟຟ້າ 50% ສໍາລັບຂະແໜງຊົນລະປະທານເພື່ອຮັບໃຊ້ການຜະລິດລະດູແລ້ງ ແລະ 30% ສຳລັບຂະແໜງລ້ຽງສັດ ໂດຍເລີ່ມປະຕີບັດ ແຕ່ທ້າຍປີ 2018 ເປັນຕົ້ນໄປ; ປັບປຸງ ຫົວໜ່ວຍລາຄາໄຟຟ້າ ຂອງຂະແໜງລ້ຽງສັດ ຈາກອັດຕາຫົວໜ່ວຍອຸດສາຫະກຳ ມາເປັນກະສິກຳ;
  9. ກວດກາຄືນ ບັນດາສັນຍາ ທີ່ລັດຖະບານໄດ້ອະນຸຍາດໃຫ້ເຊົ່າ ແລະ ສຳປະທານທີ່ດິນ ເພື່ອກິດຈະການ ໄຟຟ້າ, ຂຸດຄົ້ນບໍ່ແຮ່, ການຜະລິດກະສິກຳ ແລະ ແຫ່ງທ່ອງທ່ຽວ ພ້ອມທັງມີວິທີການ ແລະ ມາດຕະການແກ້ໄຂ ໃຫ້ສອດຄ່ອງຕາມເງື່ອນໄຂ ຂອງສັນຍາ ແລະ ກົດໝາຍທີ່ກ່ຽວຂ້ອງກຳນົດໄວ້;
  10. ຈັດຕັ້ງປະຕິບັດ ການປະເມີນຜົນກະທົບຕໍ່ສິ່ງແວດລ້ອມ ສັງຄົມ ແລະ ທຳມະຊາດ ກ່ອນການອະນຸມັດກິດຈະການລົງທຶນຕ່າງໆ ຕາມມາດຕາ 22 ຂອງກົດໝາຍ ວ່າດ້ວຍການປົກປັກຮັກສາສິ່ງແວດລ້ອມຢ່າງເຂັ້ມງວດ; ຕິດຕາມ, ກວດກາ ແລະ ມີມາດຕະການແກ້ໄຂ ຕໍ່ບັນດາໂຮງຈັກໂຮງງານທີ່ປ່ອຍນ້ຳເປື້ອນ ລົງສູ່ສາຍນ້ຳທຳມາຊາດ, ມົນລະພິດ ແລະ ສີ່ງເສດເຫຼືອຕ່າງໆ ເພື່ອຮັບປະກັນໃຫ້ໄດ້ຕາມມາດຕະຖານ ທີ່ກຳນົດໄວ້;
  11. ຮີບຮ້ອນຈັດຕັ້ງປະຕິບັດ ການຊົດເຊີຍ ທົດແທນຄ່າເສຍຫາຍ ໃຫ້ແກ່ປະຊາຊົນທີ່ຖືກຜົນກະທົບຈາກ ໂຄງການພັດທະນາຕ່າງໆ ທີ່ກໍ່ສ້າງສຳເລັດແລ້ວ ແລະ ກຳລັງກໍ່ສ້າງເປັນຕົ້ນໂຄງການກໍ່ສ້າງສະໜາມບິນສາກົນຫຼວງພະບາງ ພາກຂະຫຍາຍ, ກໍ່ສ້າງເຂື່ອນໄຟຟ້າ, ກໍ່ສ້າງເສັ້ນທາງລົດໄຟ ລາວ-ຈີນ ກໍ່ສ້າງເສັ້ນທາງດ່ວນ ແລະ ໂຄງການອື່ນ;
  12. ເພີ່ມທະວີການ ກວດກາ ແລະ ຄູ້ມຄອງສັນຍານໂທລະສັບ, ສື່ສັງຄົມອອນໄລ໌ ເພື່ອຮັບປະກັນ ວຽກງານປ້ອງກັນຊາດ-ປ້ອງກັນຄວາມສະຫງົບ ແລະ ການບໍລິການສັງຄົມ ໃຫ້ມີຄວາມປອດໄພ, ສະດວກ ແລະ ວ່ອງໄວ;
  13. ສືບຕໍ່ຈັດຕັ້ງປະຕິບັດ 9 ຄາດໝາຍທີ່ຍັງບໍ່ທັນບັນລຸຢູ່ໃນຂະແໜງການສຶກສາທິການ ແລະ ກິລາ ເປັນຕົ້ນ ອັດຕາການປະລະ, ອັດຕາຄ້າງຫ້ອງຂອງນັກຮຽນທຸກຊັ້ນຮຽນ, ນັກຮຽນຈົບຊັ້ນມັດທະຍົມຕົ້ນໄດ້ເຂົ້າຮຽນວິຊາຊີບ; ຮີບຮ້ອນແກ້ໄຂ ຫຼຸດເຫຼືອບໍ່ພໍ, ຄູອາສາສະໝັກ ແລະ ຈັດສັນງົບປະມານລົງທຶນ ທີ່ໄດ້ຮັບຕົວຈິງເພື່ອສືບຕໍ່ກໍ່ສ້າງ ແລະ ສ້ອມແປງຫ້ອງຮຽນ, ຫໍພັກ ຄູ-ນັກຮຽນ ຢູ່ເຂດຫ່າງໄກສອກຫຼີກ ແລະ ເຂດຊາຍແດນ ຢ່າງມີຈຸດສຸມ ແລະ ສອດຄ່ອງກັບ ແຜນພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກ ໃນແຕ່ລະປີ;
  14. ສືບຕໍ່ຈັດຕັ້ງປະຕີບັດ 5 ຄາດໝາຍທີ່ຍັງບໍ່ທັນບັນລຸ ຢູ່ໃນຂະແໜງການສາທາລະນະສຸກເປັນຕົ້ນ ອັດຕາການຂາດສານອາຫານ, ການເກີດລູກມີແພດຊ່ວຍ, ອັດຕາການສັກຢາກັນພະຍາດການຊົມໃຊ້ນ້ຳສະອາດ, ວິດຖ່າຍ ແລະ ຈັດສັນງົບປະມານລົງທຶນທີ່ໄດ້ຮັບຕົວຈິງ ເພື່ອສືບຕໍ່ກໍ່ສ້າງ ແລະ ສ້ອມແປງ ໂຮງໝໍ ເມືອງ-ສຸກສາລາ, ຫໍພັກແພດໝໍ, ສະໜອງຢາ ແລະ ອຸປະກອນການແພດທີ່ຈຳເປັນ ໂດຍເລັ່ງໃສ່ ເຂດຫ່າງໄກສອກຫຼີກ, ເຂດຊາຍແດນ ຢ່າງມີຈຸດສຸມ ແລະ ສອດຄ່ອງກັັບ ແຜນພັດທະນາຊົນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກໃນແຕ່ລະປີ;
  15. ຈັດສັນໂກຕາລັດຖະກອນໃໝ່ ທີ່ຈະໄດ້ຮັບເຂົ້າໃນປີ 2019 ຈຳນວນ 1.500 ຄົນ ໂດຍໃຫ້ບຸລິມະສິດແກ່ ແພດ-ໝໍ ແລະ ອາຈານ ອາສາສະໝັກ ຢູ່ເຂດໄກສອກຫຼີກ, ວິຊາການສົ່ງເສີມການຜະລິດກະສິກຳ ແລະ ພາກສ່ວນອື່ນ ທີ່ເຫັນວ່າຈະມີຄວາມຈຳເປັນ;
  16. ຊີ້ນຳກະຊວງແຮງງານ ແລະ ສະຫວັດດີການສັງຄົມ ເປັນໃຈກາງ ປະສານສົມທົບ ກັບບັນດາກະຊວງ, ອົງການທີ່ກ່ຽວຂ້ອງ ໃນການພັດທະນາສີມືແຮງງານໃຫ້ສອດຄອງກັບຄວາມຕ້ອງການຂອງຕະຫຼາດແຮງງານ ພາຍໃນ ແລະ ຕ່າງປະເທດ; ສ້າງກົນໄກຮ່ວມມືກັບຜູ້ປະກອບການເພື່ອແກ້ໄຂບັດຫາການບໍ່ມີວຽກເຮັດງານທຳ, ຈຳກັດອັດຕາການວ່າງງານລົງເທື່ອລະກ້າວ;ໂຄສະນາເຜີຍແຜ່ກົດໝາຍວ່າດ້ວຍປະກັນສັງຄົມ ໃຫ້ຫົວໜ່ວຍແຮງງານ, ຜູ້ອອກແຮງງານ ແລະ ຜູ້ປະກອບການອາຊີບອິດສະຫຼະ ຢ່າງກວ້າງຂວາງ ແລະ ປັບປຸງການບໍລິການປະກັນສັງສົມໃຫ້ດີຂຶ້ນ;
  17. ສຸມໃສ່ຈັດຕັ້ງປະຕິບັດນະໂຍບາຍຕໍ່ຜູ້ມີຄຸນງາມຄວາມດີ ຕໍ່ການປະຕິວັດຊາດ ປະຊາທິປະໄຕ ຕາມ 05 ເປົ້າໝາຍບຸລິມະສິດ ແລະ ເປົ້າໝາຍທົ່ວໄປສາມາດບັນລຸຕາມແຜນການທີ່ໄດ້ກຳນົດໄວ້;
  18. ສຸມໃສ່ກວດກູ້ລະເບີດທີ່ບໍ່ທັນແຕກ ແລະ ຊ່ວຍເຫຼືອຜູ້ທີ່ໄດ້ຮັບຜົນກະທົບຈາກລະເບີດທີ່ບໍ່ທັນແຕກຕົກຄ້າງ ໃຫ້ໄດ້ຕາມແຜນການ, ຄຸ້ມຄອງ ແລະ ນຳໃຊ້ງົບປະມານທີ່ໄດ້ຮັບການຈັດສັນຈາກພາຍໃນ ແລະ ທຶນຊ່ວຍເຫຼືອລ້າໃຫ້ຖືກເປົ້າໝາຍ ຢ່າງເຂັ້ມງວດ;
  19. ສືບຕໍ່ຈັດຕັ້ງປະຕິບັດມັດຕິ 081/ສພຊ, ວັນທີ 17 ພະຈິກ 2017 ກ່ຽວກັບການຈັດຕັ້ງປະຕີບັດ ວຽກງານທ່ອງທຽວ ແລະ ສຸມໃສ່ກະກຽມຄວາມພ້ອມ ເປີດປີທ່ອງທ່ຽວ ລາວ-ຈີນ ປະຈຳປີ 2019 ຮີບຮ້ອນ ອອກນິຕິກຳ ກ່ຽວກັບກົນໄກປະສານງານ ເພື່ອແກ້ໄຂຂອດອຸດຕັນໃນວຽກງານທ່ອງທ່ຽວ ຕາມພາລະບົດບາດ ແລະ ສິດໜ້າທີ່ຂອງແຕ່ລະຂະແໜງການ;
  20. ປະເມີນຄືນ ແລະ ສືບຕໍ່ສ້າງຄອບຄົວ ແລະ ບ້ານ ວັດທະນາທຳ ຢ່າງມີຈຸດສຸມ ແລະ ສອດຄ່ອງກັບມາດຕະຖານຄອບຄົວ ແລະ ບ້ານ ວັດທະນາທຳ ຊຶ່ງລັດຖະບານກຳນົດໄວ້;
  21. ຕ້ານ, ສະກັດກັ້ນ ແລະ ແກ້ໄຂ ປະກົດຫຍໍ້ທໍ້ໃນສັງຄົມ ໃຫ້ແຂງແຮງຂຶ້ນກວ່າເກົ່າ ໂດຍສະເພາະ ບັນຫາ ຢາເສບຕິດ, ການຄ້າມະນຸດ, ອຸບັດຕິເຫດ ຕາມທ້ອງຖະໜົນ, ການປຸ້ນຈີ້, ຂີ້ລັກ, ຮ້ານເກມ, ຫວຍເຖື່ອນ, ສຽງເນືອງນັນຈາກຮ້ານທຸລະກິດບັນເທີງ, ສຽງເນືອງນັນຈາກການຂັບຂີ່ລົດທີ່ດັດແປງເຕັກນິກ ແລະ ແຮງງານຜິດກົດໝາຍ ໂດຍການຍົກສູງຄວາມຮັບຜິດຊອບ, ການປະສານສົມທົບຢ່າງກົມກຽວ ແລະ ຄວາມເປັນເຈົ້າການ ຂອງບັດດາຂະແໜງ ແລະ ອົງການປົກຄອງທ້ອງຖິ່ນແຕ່ລະຂັ້ນທີ່ກ່ຽວຂ້ອງ.

Parliament’s proposals to the Government

           In the previous issue, we learned about the macro-economic resolution adopted by the National Assembly. This time, we will be looking at the following measures proposed to the Government for further attention:

  1. Continue to maintain macro-economic stability by paying attention to the management and administration of monetary and fiscal policies in order to combat inflation and exchange rate issues the country is facing. Control M2 volume, address budget deficit and manage banking default debt properly;
  2. Ensure investment budget allocation to the central and local level based on the National Assembly’s resolution on the adoption of the 2019 State Budget Plan, for instance the allocation of budget into rural development and poverty eradication, Ministry of Education and Sports, Ministry of Health and embankment projects along the river-border of Laos;
  3. Promote private investment on infrastructure building in the form of build-operate-transfer (BOT), for instance the construction of roads to address traffic congestion in urban areas as well as important roads as seen necessary to mitigate public investment;
  4. Public investment on new projects will be listed in an annual plan after they are evaluated based on the Article 34, categorized based on type of invested project as indicated in the Article 18, submit project payment based on Article 19 of the Law on Public Investment and has to enter a bid according to the Article 13 and 18 of the Law on Procurement by strictly using a unit price set forth periodically by the Government;
  5. Continue to improve and address issues related to administrative mechanism and public governance which serve as an obstacle holding and prolonging the investment approval and public service in the field of finance, planning and investment, industry and commerce, and banking and tourism to ensure their uninterrupted enhancement;
  6. Promote farming and livestock which serve as Lao comparative advantage, especially to promote organic agricultural production as well as general agricultural production to supply commodities for industrial processing as goods to be consumed domestically and exported internationally by using modern technologies;
  7. Urgently issue a law on the management and utilization of the scientific research fund in correspondence with demands from prioritizing sectors, such as the assurance of quality and effective research on innovation, plant species, animal species, animal food, biochemical fertilizer and pesticide;
  8. Re-examine the formulation of the rural development and poverty eradication plan by focusing primarily on districts with high poverty ratio in order to allocate the annual public fund into developing the area as planned;
  9. Accelerate the completion of research on SME promotion policy; issue regulations to manage and utilize SME fund tangibly and effectively;
  10. Urgently re-examine technical quality of under-construction as well as operated dams nationwide to ensure safety and certify technical standard in order for project owners to continue their construction and operation work based on plan and contract;
  11. Accelerate the completion of high-voltage transmission line construction projects approved by the National Assembly in order to link with the domestic and international power network; urgently research and expand both domestic and international electricity market with a clear plan;
  12. Ensure effective water management of dams to prevent drought and flood while causing no impact on production and people living in the adjacent of the dams;
  13. Urgently implement a policy reducing electricity charge by 50% for irrigational agriculture in order to boost dried-season production and 30% for livestock sector commencing at the end of 2018; charge livestock sector with electricity unit price for agricultural sector, not industrial sector;
  14. Re-examine leased and concession contracts approved by the Government for implementing energy, mining, agricultural production and tourism projects while coming up with ways to address any issues found to ensure the compliance of such contracts with related laws;
  15. Strictly implement the environmental, social and natural impact assessment prior to the approval of any investment activities based on the Article 22 of the Law on Environmental Protection; monitor, inspect and exercise measures against factories who cause water contamination, pollution and wastes in accordance with the standard set forth;
  16. Urgently compensate those who are affected by both operated and under-construction projects, such as the Luang Prabang Airport expansion project, hydropower dam construction, Laos-China Railway Project, express ways and others;
  17. Further inspect and manage mobile signal as well as social media to ensure safety in the area of national defense and social security and convenience and fastness in public service;
  18. Continue to achieve the 9 remaining goals in the education and sports sector, for instance the drop-out rate, class repetition and vocational school enrolment; urgently tackle the issue of insufficient voluntary teachers, and allocate fund to construct and repair buildings as well as dormitories for schools in remote and border areas in compliance with the annual rural development and poverty eradication plan;
  19. Continue to achieve the 5 remaining goals in the health sector, for example the malnutrition rate, birth giving with medical support, vaccination rate, clean water and toilet access, and the allocation of fund to construct and repair district hospitals, health centers, dormitories, medication and medical equipment supply by focusing primarily on remote and border areas in compliance with the annual rural development and poverty eradication plan;
  20. Recruit 1,500 public servants in 2019 by prioritizing on medical and teaching officials in remote areas, technical staff who promote agricultural production and other sectors as considered necessary;
  21. Assign the Ministry of Labor and Social Welfare as a focal point in coordinating with line ministries and relevant organizations to improve labor skills in accordance with demands from domestic and international labor markets; create mechanism to cooperate with entrepreneurs to address unemployment issue by gradually mitigating the unemployment rate; disseminate the Law on Social Security to labor units, employees and independent entrepreneurs widely while keeping enhancing the social security service;
  22. Concentrate on awarding those with outstanding performance contributing to the country based on 5 priorities and general goals to be achieved as planned;
  23. Concentrate on addressing the UXO issue and helping affected people as planned while strictly managing and utilizing domestically allocated budget plus grant fund to achieve the target;
  24. Continue to implement the resolution No. 081/NA, dated November 17, 2017 on the implementation of tourism work while getting ready for the Visit Laos-China Year 2019. Urgently issue a law on coordination mechanism to address the pending tourism issues based on roles and duties of each sector;
  25. Re-evaluate and continue to build cultural role-model families and villages in accordance with the standard set forth by the Government;
  26. Further prevent, combat and solve social issues, especially drugs, human trafficking, road accidents, robbery, theft, arcade game, illicit lottery, loud night clubs, illegally modified car and illegal workers by assuring responsibilities, closed coordination and leadership among concerned sectors and local authorities.
