   ໃນກອງປະຊຸມສະໄໝສາມັນເທື່ອທີ 6 ຂອງສະພາແຫ່ງຊາດ ຊຸດທີ VIII ທີ່ໄຂຂຶ້ນໃນວັນທີ 20 ພະຈິກ ຫາ 21 ທັນວາ 2018 ທ່ານ ທອງລຸນ ສີສຸລິດ ນາຍົກລັດຖະມົນຕີ ໄດ້ຂຶ້ນລາຍງານກ່ຽວກັບການເຄື່ອນໄຫວປະຕິບັດວຽກງານ ພົ້ນເດັ່ນຂອງລັດຖະບານ ໃນໄລຍະຜ່ານມາ ແລະ ທິດທາງຈຸດສຸມໃນຕໍ່ໜ້າ ໃນນີ້ ສະພາບການຈັດຕັ້ງປະຕິບັດວຽກງານພົ້ນເດັ່ນ ຂອງລັດຖະບານ ໃນເຄິ່ງສະໄໝຂອງແຜນການ 5 ປີ ຜ່ານມາ ທ່ານໄດ້ຍົກໃຫ້ເຫັນວ່າ: ຕະຫຼອດໄລຍະ 2 ປີ 6 ເດືອນກວ່າ ທີ່ລັດຖະບານ ຊຸດທີ 8 ໄດ້ສຸມໃສ່ ກໍຄືການຈັດຕັ້ງປະຕິບັດແຜນພັດທະນາເສດຖະກິດ-ສັງຄົມ ບັນລຸໄດ້ຄາດໝາຍໃນຫຼາຍດ້ານ, ເຖິງແມ່ນວ່າໃນໄລຍະຜ່ານມາ ສະພາບການຂອງໂລກ ແລະ ພາກພື້ນຍັງສືບຕໍ່ຜັນແປໄປຢ່າງໄວວາ,ສັບສົນ ສະຫຼັບຊັບຊ້ອນຫຼາຍປະການ ຊຶ່ງໄດ້ສົ່ງຜົນກະທົບທາງກົງ ແລະ ທາງອ້ອມ ຕໍ່ປະເທດ ຢ່າງຫຼີກບໍ່ໄດ້.

ການຈັດຕັ້ງປະຕິບັດ 8 ມາດຕະການ ຊຸກຍູ້ເສດຖະກິດ ຕາມຄໍາສັ່ງເລກທີ 12/ນຍ ນັ້ນທ່ານ ທອງລຸນ ສີສຸລິດ ໄດ້ຍົກໃຫ້ເຫັນວ່າ: ມາດຕະການທີ1: ການສະກັດກັ້ນໄພເງິນເຟີ້ ແລະ ປັບປຸງນະໂຍບາຍເງິນຕາ ສາມາດຄວບຄຸມປະລິມານເງິນ M2 ອອກສູ່ຂອດຈໍລະຈອນໄດ້ 9,89% (ຢູ່ມນກອບບໍ່ເກີນ 25%), ຊຸກຍູ້ການຊໍາລະຄ່າທາງ,ພາສີອາກອນ ຜ່ານລະບົບທະນາຄານ. ມາດຕະການທີ2: ການປັບປຸງສະພາບແວດລ້ອມ ແລະ ອໍານວຍຄວາມສະດວກໃນການດໍາເນີນທຸລະກິດ ພາຍຫຼັງປະກາດໃຊ້ຄໍາສັ່ງ 02/ນຍ ໂດຍລວມແມ່ນປະຕິບັດດີຂຶ້ນ,ແຕ່ຍັງມີບາງຂະແໜງການຂັ້ນສູນກາງ ແລະ ທ້ອງຖິ່ນຍັງບໍ່ທັນໃຫ້ການຮ່ວມມືເທົ່າທີ່ຄວນ ໃນການຈັດຕັ້ງປະຕິບັດ. ພ້ອມກັນນັ້ນ ຍັງໄດ້ຄົ້ນຄວ້າມາດຕະການອື່ນໆ ເພື່ອປັຍປຸງແກ້ໄຂ ຊຸກຍູ້ສົ່ງເສີມ ແລະ ສ້າງຂີດຄວາມອາດສາມາດ ໃນການດໍາເນີນທຸລະກິດ ແລະ ແກ້ໄຂຂໍ້ຫຍຸ້ງຍາກຕ່າງໆ ໃຫ້ຫຼຸດລົງເທື່ອລະກ້າວ. ມາດຕະການທີ3: ການສືບຕໍ່ແກ້ໄຂໜີ້ສິນພາຍໃນ ຊຶ່ງປະຕິບັດດ້ວຍຫຼາຍວິທີເປັນຕົ້ນແມ່ນ ໄດ້ຊໍາລະໜີ້ດ້ວຍແຫຼ່ງທຶນປົກກະຕິ,ອວ່າຍໜີ້ສາມແຈ,ຊໍາລະຄືນຕົ້ນທຶນພັນທະບັດລົງທຶນ ແມ່ນມີຄວາມຕັ້ງໜ້າດີ ເຮັດໃຫ້ໜີ້ສິນໂຄງການຈັດຕັ້ງປະຕິບັດສໍາເລັດ 100% ຫຼຸດລົງ. ສ່ວນການສ້າງແຜນລົງທຶນ ໃນຕໍ່ໜ້າແມ່ນໃຫ້ຂຶ້ນກັບຄວາມອາດສາມາດຕົວຈິງຂອງລາຍຮັບງົບປະມານ ບໍ່ຂຶ້ນແຜນລາຍຈ່າຍ ເກີນລາຍຮັບງົບປະມານອີກ. ພ້ອມທັງທົບທວນຄືນການກູ້ຢືມຈາກຕ່າງປະເທດ ໂດຍກໍານົດເພດານການກູ້ຢືມໄວ້ຢ່າງເຄັ່ງຄັດ. ມາດຕະການທີ4: ການເກັບລາຍຮັບ ແລະ ຄຸ້ມຄອງລາຍຈ່າຍ ໄດ້ສືບຕໍ່ກວດກາຄືນຖານລາຍຮັບຕົ້ນຕໍທີ່ມີແລ້ວໃຫ້ຄົບຖ້ວນ,ນໍາໃຊ້ລະບົບທັນສະໄໝເຂົ້າໃນການເກັບຄ່າທໍານຽມທາງເຊິ່ງເຫັນວ່າພາຍຫຼັງນໍາໃຊ້ການເກັບລາຍຮັບແມ່ນເພີ່ມຂຶ້ນ 5-6 ເທົ່າຕົວ (ຮອດເດືອນ ພະຈິກ 2018 ສາມາດເກັບໄດ້ 61,1 ຕື້ກວ່າກີບ ຊຶ່ງນັ້ນແມ່ນເປັນພຽງຕົວເລກ 10% ກວ່າຂອງຈໍານວນພາຫະນະຈົດທະບຽນທັງໝົດ 2 ລ້ານກວ່າຄັນ) ພ້ອມນີ້ໃນຕໍ່ໜ້າທາງລັດຖະບານຍັງຈະຂະຫຍາຍໄປສູ່ການເກັບອາກອນປະເພດອື່ນໆ ຕາມເງື່ອນໄຂຕົວຈິງ. ມາດຕະການທີ5: ການພັດທະນາ ທຸລະກິດຂະໜາດນ້ອຍ-ກາງ ແລະ ການສົ່ງເສີມການຜະລິດ ສືບຕໍ່ປັບປຸງດໍາລັດ ວ່າດ້ວຍກອງທຶນສົ່ງເສີມ SMEs ເພືື່ອຍົກລະດັບນະໂຍບາຍ,ກົນໄກ ແລະ ເຄື່ອງມືໃນການພັດທະນາ SMEs ໃຫ້ມີປະສິດທິຜົນກວ່າເກົ່າ, ຂະຫຍາຍກອງທຶນ SMEs ແລະ ຊຸກຍູ້ໃຫ້ທະນາຄານລັດ ແລະ ທະນາຄານທຸລະກິດ ລະດົມທຶນເພື່ອສະໜອງສິນເຊື່ອໃຫ້ແກ່ SMEs  ທີ່ມີຄວາມອາດສາມາດສູງ.

ປັດຈຸບັນທາງລັດຖະບານ ກໍາລັງຈັດຕັ້ງປະຕິບັດສ້າງກອງທຶນພັດທະນາ SMEs ຈໍານວນ 200 ຕື້ກີບ ໂດຍມີດອກເບ້ຍຕໍ່າ,ປ່ອຍກູ້ໃຫ້ເປົ້າໝາຍຮັບໃຊ້ລັດຖະບານ. ນອກນີ້ ຍັງໄດ້ຊອກແຫຼ່ງທຶນກູ້ຢືມຈາກພາຍໃນ ແລະ ຕ່າງປະເທດ ທີ່ມີໄລຍະຍາວ ແລະ ດອກເບ້ຍຜ່ອນຜັນ. ມາດຕະການທີ6: ການປັບປຸງໂຄງສ້າງການລົງທຶນ ໄດ້ກວດກາຄືນມາດຕະຖານເຕັກນິກ ແລະ ມູນຄ່າຂອງບັນດາໂຄງການລົງທຶນຂອງລັດ ໃນປີ 2017 ຈໍານວນ 18 ໂຄງການ ສາມາດເກັບກູ້ ແລະ ປະຢັດງົບປະມານຂອງລັດໄດ້ປະມານ 200 ລ້ານໂດລາ ແລະ ໃນສົກປີ 2018 (ເດືອນ ມັງກອນ-ຕຸລາ) ຈໍານວນ 12 ໂຄງການ ສາມາດເກັບກູ້ງົບປະມານຂອງລັດໄດ້ 219 ລ້ານໂດລາ, ພ້ອມທັງສົ່ງເສີມການລົງທຶນຂອງພາກສັງຄົມ ແລະ ທຸລະກິດເຂົ້າໃນການພັດທະນາກໍ່ສ້າງພື້ນຖານໂຄງລ່າງໃນຮູບແບບ BOT ແລະ PPP ໃຫ້ຫຼາຍຂຶ້ນ ເພື່ອຫຼຸດຜ່ອນພາລະແບກຫາບຂອງລັດ. ມາດຕະການທີ7: ການຄຸ້ມຄອງທີ່ດິນ ແລະ ການເກັບລາຍຮັບຈາກທີ່ດິນ ໄດ້ເອົາໃຈໃສ່ວຽກງານອອກໃບຕາດິນ ເພື່ອສ້າງຖານຂໍ້ມູນ ແລະ ພື້ນຖານໃນການເກັບພາສີ-ອາກອນທີ່ດິນ ແລະ ການເສຍຜ່ານລະບົບເອເລັກໂຕຣນິກ, ຮອດເດືອນ ພະຈິກ 2018 ສາມາດອອກໃບຕາດິນ ໃນຂອບເຂດທົ່ວປະເທດໄດ້ 92.242 ຕອນ ເທົ່າກັບ 92,24% ຂອງແຜນການ (ມະຕິສະພາ 100.000 ຕອນ). ມາດຕະການທີ8: ການຕິດຕາມ-ກວດກາ ການຈັດຕັ້ງປະຕິບັດລະບຽບກົດໝາຍ ຢ່າງເຂັ້ມງວດ ໄດ້ກວດກາການປະຕິບັດຄໍາສັ່ງ ເລກທີ 15/ນຍ ເຊິ່ງປັດຈຸບັນສາມາດ ປະມູນຂາຍໄມ້ຍຶດ ເອົາເຂົ້າງົບປະມານລັດໄດ້ 1,94 ລ້ານກວ່າໂດລາ ແລະ 34 ຕື້ກວ່າກີບ. ພ້ອມນັ້ນ ສືບຕໍ່ແກ້ໄຂໄມ້ຍຶດ ທີ່ຍັງບໍ່ທັນປະມູນ ແລະ ເລັ່ງທວງການຄ້າງມອບພັນທະຈາກຜູ້ປະກອບການທີ່ຊະນະການປະມູນ ແຕ່ບໍ່ທັນຊໍາລະຄ່າໄມ້ໃຫ້ລັດ. ປັດຈຸບັນທົ່ວປະເທດຍັງມີໂຮງງານອຸດສາຫະກໍາໄມ້ ທັງໝົດ 1.150 ໂຮງງານ ແລະ ຍັງຈະສືບຕໍ່ປັບປຸງດັດສົມຕື່ມ.

ນອກຈາກວຽກງານຂົງເຂດເສດຖະກິດແລ້ວ ຂົງເຂດອື່ນໆກໍມີທ່ວງທ່າຂະຫຍາຍຕົວເຊັ່ນກັນ ຊຶ່ງທ່ານ ນາຍົກລັດຖມົນຕີ ກໍຍອມຮັບວ່າ: ໝາກຜົນທີ່ບັນລຸໄດ້ແລ້ວນັນ ຍັງມີຫຼາຍດ້ານຍັງບໍ່ທັນສົມຄູ່ກັບຄວາມອາດສາມາດບົ່ມຊ້ອນ ແລະ ເງື່ອນໄຂທີ່ອໍານວຍ ລັດຖະບານ ຍັງມີຂໍ້ຄົງຄ້າງຈໍານວນໜຶ່ງ ທີ່ຈະຕ້ອງເອົາໃຈໃສ່ແກ້ໄຂຢ່າງຈິງຈັງ.

   ດັ່ງນັ້ນ ທາງລັດຖະບານ ໄດ້ວາງທິດທາງແຜນການປີ 2019 ດັ່ງນີ້: ທາງດ້ານເສດຖະກິດ: ຮັກສາສະຖຽນລະພາບ ຂອງເສດຖະກິດມະຫາພາກ ໃຫ້ມີຄວາມໝັ້ນທ່ຽງ,ເຂົ້ມແຂງ ແລະ ຍືນຍົງ,ສູ້ຊົນເຮັດໃຫ້ການເຕີບໂຕຂອງເສດຖະກິດຂະຫຍາຍຕົວຢ່າງຕໍ່ເນື່ອງ ເພີ່ມຂຶ້ນ 6,7% ຂຶ້ນໄປ,ສະເລ່ຍລາຍຮັບຕໍ່ຫົວຄົນປະມານ 2.726 ໂດລາ, GNI ໃຫ້ໄດ້ປະມານ 2.317 ໂດລາ. ສືບຕໍ່ລະດົມທຶນ ເພື່ອການພັດທະນາໃຫ້ໄດ້ທັງໝົດບໍ່ຕໍ່າກວ່າ 44.347 ຕື້ກີບ ເທົ່າກັບ 27% ຂອງ GDP.

ສຸມໃສ່ປະຕິບັດຕາມແຜນພັດທະນາເສດຖະກິດ-ສັງຄົມ 5 ປີ ຄັ້ງທີ VIII ຢ່າງເຂັ້ມງວດ ແລະ ເຄັ່ງຄັດກວ່າເກົ່າ, ສືບຕໍ່ຈັດຕັ້ງປະຕິບັດຄໍາສັ່ງເລກທີ 15/ນຍ ຢ່າງເຂັ້ມງວດ, ຈັດຕັ້ງປະຕິບັດ ຄໍາສັ່ງເລກທີ 02/ນຍ ວ່າດ້ວຍການປັບປຸງບັນດາລະບຽບການ ແລະ ກົນໄກປະສານງານໃນການດໍາເນີນທຸລະກິດ, ຄໍາສັ່ງ 09/ນຍ ວ່າດ້ວຍການປະຢັດລາຍຈ່າຍງົບປະມານຂອງລັດ, ຄໍາສັ່ງ ເລກທີ 12/ນຍ ວ່າດ້ວຍການຈັດຕັ້ງປະຕິບັດ 8 ມາດຕະການຊຸກຍູ້ເສດຖະກິດ ແລະ ແຈ້ງການອື່ນໆຂອງລັດຖະບານວາງໄວ້ ຢ່າງເຂັ້ມງວດ.

ໃນປີ 2019 ລັດຖະບານຖືວ່າຈະເປັນປີ ປ່ຽນແປງທີ່ສໍາຄັນ ໃນການສ້າງແຜນລາຍຮັບ-ລາຍຈ່າຍ ໂດຍອີງໃສ່ຄວາມອາດສາມາດທາງດ້ານງົບປະມານຕົວຈິງ ແນໃສ່ຫຼຸດຜ່ອນການຂາດດຸນງົບປະມານ ທີ່ຊໍາເຮື້ອມາດົນ. ລັດຖະບານຈະສຸມໃສ່ແກ້ໄຂໄພພິບັດ ແລະ ວຽກງານພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກ.

   ສືບຕໍ່ປັບປຸງບັນດາຫົວໜ່ວຍວິສາຫະກິດຂອງລັດ ໃຫ້ມີປະສິດທິພາບທາງດ້ານເສດຖະກິດ,ເປັນຖານທີ່ເຂັ້ມແຂງ ເພື່ອສາມາດສ້າງລາຍຮັບ ທີ່ໝັ້ນຄົງໃຫ້ແກ່ງົບປະມານແຫ່ງລັດ ຢ່າງແທ້ຈິງ. ປຸກລະດົມໃຫ້ພາກເອກະຊົນ,ທຸກຫົວໜ່ວຍທຸລະກິດ,ທົ່ວສັງຄົມເຂົ້າຮ່ວມ ແລະ ປະກອບສ່ວນໃນການພັດທະນາໃຫ້ຫຼາຍຂຶ້ນ.ເພີ່ມທະວີການຂຸດຄົ້ນລາຍຮັບ ຈາກຖານທີ່ມີແລ້ວ ໃຫ້ຄົບຖ້ວນ ປະຕິຮູບຫັນໄປສູ່ທັນສະໄໝ ແລະ ຍົກລະດັບຄວາມາສາມາດຂອງພະນັກງານໃນການຄຸ້ມຄອງ ແລະ ເກັບລາຍຮັບ ຢ່າງເປັນລະບົບຮັດກຸມ.

Outstanding Achievements of the 8th

Government Administration

At the 6th Ordinary Meeting of the 8th Legislature of the National Assembly (NA) held from 20 November to 21 December 2018, Prime Minister (PM) Thongloun Sisoulath gave a report concerning the outstanding achievements made by the government over the previous period and the focus directions for the future, including the successful implementation of work by the government during the first half of the five-year period, explaining that “Throughout the past period of just over two and a half years, the 8th government administration has been focusing on and implementing the socio-economic development plan to achieve set targets in many areas despite the rapid and ongoing changes of the region and the world, which have been complex and intermingled in multiple ways and which have had unavoidable direct and indirect impacts.

At the same time, domestically, we have also had far more than our fair share of complicated problems and furthermore, over the last two years, our country has suffered heavily from natural disasters in addition to the collapse of the saddle dam of the Sepian-Xenamnoy hydroelectric dam in July this year and to add to our problems, the Northern Region suffered an infestation of yellow-spined bamboo locusts, not to mention a host of other problems.

I would like to give a true assessment that the government has gone to their utmost efforts and although we have been unable to resolve all matters, a number of the more important tasks have been performed outstandingly. An example is the economy, for which the government has focused its attention on implementing the primary economic measures presented to the NA in June this year. In all, there have been eight measures to support the economy and continue with various other measures to a high level of responsibility in order to boost domestic production and services but due to the difficult macroeconomic circumstances which have accumulated, such as domestic and foreign debts, our trade deficit, and our unstable revenues, gross domestic product (GDP) has expanded to only 6.5% (missing the target by 0.5%) but the annual average per capita has reached 2,599 dollars, exceeding the plan approved by the NA of 2.536 dollars while average per capita gross national income (GNI) has been at 2,209 dollars (exceeding the plan approved by the NA by 2,004 dollars).The State has invested 2,378.2 billion kip in 3,281 projects, equal to 51.7% of the annual plan.

In addition, focus has been placed on payments via the banking systems to prevent budget income-expenditure leakages and financial violations, which have now seen a clear reduction. If we assess the sector, revenues used to not to fall below the plan of approximately 4-5% but the government has decided has gone to great efforts and put in place multiple methods and measures, which have achieved current revenues of 25,496.15 billion kip, equal to 100.17% of the plan approved by the NA. Budget expenditures have been double-checked for unnecessary expenses under the concept of frugality and combating wastefulness and it is hoped to total 32,629.74 billion kip or 99.64% of the set plan shall be achieved.

The implementation of the eight measures to support the economy pursuant to Order 12/PM of PM Thongloun Sisoulith shall be presented as follows:

Measure 1: Curb inflation and improve on monetary policy so as to be able to control the volume of money in circulation (M2) and keep it at 9.89% (within a 25% margin), and support the payment of road tax, customs, and other taxes via the banking system.

Measure 2: Improve the business climate and facilitate business operations following the promulgation of Order 02/PM, which has seen a general improvement but there are still certain sectors and central and local levels which are being less than cooperative in the implementation thereof. Together with this, further measures have been looked into, aimed at the promotion of capacity raising in business operations and gradually resolving problems.

Measure 3: Continue to repay domestic debts, something to which multiple methods have been applied, such as ordinary repayment in capital, triangle-debt-diversion disbursement, and repaying the principal of investment bonds, and these methods have been highly effective, allowing for a reduction in the debts incurred from 100% completed projects. Our investment planning for the future shall depend on our true budget revenues rather than expenditure plans in excess of the budget available. In addition, we have reviewed our foreign loans by imposing a strict ceiling for borrowing.

Measure 4: Revenue collection and expenditure management shall see the continued double-checking of the main existing income sources in full and the use of modern systems for fee collection and it is hoped that this shall lead to a sharp rise in such revenues by a factor of five to six (by November 2018, over 61.1 billion kip was collected, 10% higher than for the total number of over 2 million vehicle registrations) and in the future, the government will also be expanding its collection of other taxes in accordance with true circumstances.

Measure 5: The development of small and medium-sized businesses (SMEs) and support for production shall see the continued amendment of the Decree on the Promotion of Small and Medium-Sized Enterprises in order to upgrade the policies, mechanisms, and tools for SME development so that they work more effectively while the SME Promotion and Development Fund (SMEPDF) shall be expanded and State and commercial banks supported to mobilize capital to provide credit for high potential SMEs.

The government is currently in the process of raising 200 billion kip for the SMEPDF to be lent out at low interest rates according to government targets. We are also seeking domestic and foreign long-term loans with grace periods.

Measure 6: The improvement of the investment structure has involved the double-checking of technical standards and the cost of 18 State investment projects in 2017, from which we were able to reclaim and economize 200 million dollars for the State Budget and in 2018 (January-October), a further 219 million dollars while at the same time, promoting increased investment from the public and private sectors into the development and construction of infrastructure under the build-operate-transfer (BOT) and public-private partnership (PPP) formats so as to reduce the burden on the State.

Measure 7: Land management and land revenue collection has involved great efforts towards the issuance of land titles in order to build a database and use this as a basis for land taxes and the electronic payment thereof. Up until November 2018, land titles have been issued for 92,242 plots of land nationwide, equal to 92.24% of the set target (NA Resolutions were 100,000 plots).

Measure 8: The monitoring and inspection of the strict implementation and enforcement of regulations has been inspected pursuant to Order 15/PM, which has thus far been able to auction off over 1.94 million dollars and 34 billion kip of seized timber for the budget. Such seizures have continued although not all timber has yet been auctioned off and there is an urgency to force auction-winning entrepreneurs to pay the State for their timber purchased. There are currently a total of 1,150 sawmills and their further improvement and adjustment shall continue”.

Besides this work in the economic domain, there have been other areas expanding and the PM accepts that “In addition to these achievements, there still remain areas failing to fulfill their hidden potential and possible opportunities which remain outstanding and which require close and sincere attention.

The government has therefore laid out directions and plans for 2019 concerning the economy: to maintain macroeconomic stability so that it may be steadfast, competitive, and sustainable, to endeavor to keep economic growth steadily growing at a rate of 6.7% or more, an average of 2,726 dollars per capita, and to achieve a GNI of 2,317 dollars while continuing to mobilize no less than 44,347 billion kip, equal to 27% of GDP, for development.

Stricter and tighter focus on the implementation of the 7th Five-Year National Socio-Economic Development Plan (NSEDP) has taken place and the implementation of Order 15/PM shall be strictly continued along with Order 02/PM on the Improvement of Regulations and Coordination Mechanisms for Business Operations, Order 09/PM on Frugal State Spending, Order 12/ PM on the Implementation of the Eight Economic Support Measures, and other government notices.

 

The government considers 2019 to be a good year with some important changes to the creation of income-expenditure plans based  on true budgetary capacities in order to reduce our chronic budget deficit, which has plagued us for so long. The government shall focus on responding to natural disasters, rural development, and poverty eradication.

State businesses and enterprises shall continue to be improved to be economically efficient and truly act as stable sources for income generation for the State budget. The private sector, all businesses therein, and the general public shall participate and contribute to development to a greater degree to ensure that our existing income sources are collected in full, to implement a reform towards modernity, and to upgrade the managerial and income collection capacities according to concise systems.

The production of goods and the industries for food security and export shall be promoted in order to focus on the SME and micro-, small, and medium enterprise (MSME) promotion with the strength to compete. Close attention shall be paid to resolving the issue of illegal border trade in order to protect the environment and natural resources so that they be sustainable. The State shall be managed by law and this shall be rewarded by strength throughout all sectors.

Resolute decisions shall be made to address outstanding issues in our financial systems, urgent access to foreign currencies, the promotion of State regulated market forces, and the implementation of disciplined planning and finance in order that capital may be used to an optimal level of effectiveness and debts may gradually be reduced. Rural development and poverty eradication shall be continued in association with the three-build directive more deeply than in the past. In 2019, focus shall be placed of bringing 220 villages out of poverty along with two districts (Xone district in Houaphan province and Nong district in Savannakhet province). In order to ensure attainment of the Sustainable Development Goals (SDGs) and elevate ourselves from the status of a least developed country (LDC), we shall operate in accordance with the Green Growth strategy.

Improvements to our internal workings shall continue in order for them to be concise and effective and to reduce the quota of new civil servants each year so as to reduce the burden on the State budget but emphasis shall be placed on upgrading technical know-how and innovative thinking among civil servants in order to raise their capacities to perform their work more effectively and efficiently and on sending civil servants out into localities in accordance with the directions issued by the Party.

Fundamental rehabilitation and improvements shall continue for basic infrastructure affected by natural disasters so that life may return to normal as soon as possible, especially in Sanamxay district in Attapeu province.

 

Overall, the outstanding achievements for the past period of just over two years can be assessed as the government focusing on transforming the operations of the State and the public so that we are governed strictly by laws and regulations, steadfast political stability is maintained, despite macroeconomic problems and all manner of difficulties, we remain stable and growth remains strong, we are protected from the risk of going down roads strewn with severe complications and difficulties, and we are able to keep matters under control, preventing unplanned projects and improvements to revenue collection mechanisms, thus allowing higher revenues”.
