ຍັງມີບາງບັນຫາທີ່ເປັນຄວາມສ່ຽງ ແລະ ຕ້ອງໄດ້ເອົາໃຈໃສ່ແກ້ໄຂຢູ່ສູນພັກເຊົາ ເປັນຕົ້ນແມ່ນ: ທີ່ພັກເຊົາຍັງແອອັດ,ປຽກຊຸ່ມ,ຫ້ອງນໍ້າ,ສ້ວມຖ່າຍ ແລະ ນໍ້າໃຊ້ຍັງບໍ່ພຽງພໍ,ມີຜູ້ຕິດພະຍາດ(ຖອກທ້ອງ,ໄຂ້ຫວັດ,ອື່ນໆ),ມີເດັກນ້ອຍລຸ່ມອາຍຸ 5 ປີຈໍານວນຫຼາຍ,ແມ່ລູກອ່ອນ,ແມ່ຍິງຖືພາ,ຜູ້ພິການທາງຮ່າງກາຍ,ມັນສະໝອງ,ຜູ້ຊືມເສົ້າ ແລະ ອື່ນໆ ທີ່ຈະຕ້ອງໄດ້ເອົາໃຈໃສ່ເປັນພິເສດໃນການແກ້ໄຂ.

ພ້ອມນີ້ ບັນຫາຄວາມຕ້ອງການທາງດ້ານງົບປະມານ ເພື່ອຊ່ວຍເຫຼືອບັນເທົາທຸກສຸກເສີນຕໍ່ເນື່ອງ ຊຶ່ງອາດຈະແກ່ຍາວເປັນ 2-3 ປີ, ອາດຈະມີບຸກຄົນບໍ່ດີສວຍໃຊ້ພາວະສຸກເສີນ ເພື່ອແອບອ້າງ ຫຼືສະແຫວງຫາຜົນປະໂຫຍດ ດ້ວຍຫຼາຍຮູບການ ແລະ ບັນຫາການອອກຂ່າວທາງສື່ອອນໄລ໌ ທີ່ມີລັກສະນະໂຈມຕີ, ບໍ່ມີຂໍ້ມູນຄວາມຈິງ ຍັງປະກົດມີຢູ່ ອັນໄດ້ເຮັດໃຫ້ປະຊາຊົນບໍ່ມີຄວາມອຸ່ນອ່ຽນ ແລະ ອື່ນໆ.

ສໍາລັບຍອດບໍລິຈາກເລີ່ມແຕ່ທ້າຍເດືອນກໍລະກົດ 2018 ເປັນຕົ້ນມາ ຈົນຮອດວັນທີ 12 ຕຸລາ 2018 ໄດ້ຮັບເງິນບໍລິຈາກທັງໝົດເປັນສະກຸນເງິນກີບຈໍານວນ 20.131.098.403 ກີບ,ເງິນໂດລາສະຫະລັດ 13.622.983 ໂດລາ ແລະ ເງິນບາດໄທ 86.751.404 ບາດ. ພ້ອມກັນນັ້ນຍັງໄດ້ຮັບເຄື່ອງອຸປະໂພກ ແລະ ບໍລິຈາກເປັນຈໍານວນຫຼາຍ ຊຶ່ງໄດ້ເກັບມ້ຽນໄວ້ 3 ຈຸດໃຫຍ່ຄື: ສາງແຂວງອັດຕະປື,ສາງແຂວງຈໍາປາສັກ ແລະ ສາງກະຊວງແຮງງານ. ສ່ວນເງິນບໍລິຈາກດັ່ງກ່າວແມ່ນປະຕິບັດຕາມຂໍ້ຕົກລົງຂອງລັດຖະບານ.

Government hurries to assist and rehabilitate those affected by the natural disasters and flooding

On 23 July 2018, Saddle Dam D of the Sepian – Xenamnoy hydroelectric dam collapsed, bringing a volume of over 500 million square meters of water thundering down and flash flooding Sanamxay district, Attapeu province, leading to a monumental loss of public lives and assets, especially in Sanamxay, the district situated directly downstream of Saddle Dam D. 13 villages were affected instantly, of which 6 were located along the riverbanks of the Sepian river and where 100% of the population was affected and faced heavy losses, amounting to 1,611 households or 7,095 people. The catastrophe caused deaths and the disappearance of livestock and agricultural lands belonging to the locals, who suffered damages on a gargantuan scale and a number of other people in Champasak province were also affected.

Due to the concern of the Party and State, a Politburo meeting was held on 30 July 2018, which agreed for the government to appoint ad hoc committees to examine the state of affairs. On 8 August 2018, the Prime Minister issued Decree 54/PM on the Appointment of a Committee to Identify the Causes of the Collapse of the Sepian-Xenamnoy Hydroelectric Dam and issued Decree 55/PM on the Appointment of an Inspection Committee to be responsible for investigations into the respective responsibilities of individuals associated with the causes leading to the collapse of the Sepian-Xenamnoy hydroelectric dam presided over by State Inspection Authority (SIA) President, Anti-Corruption Authority Director at national level, and Deputy Prime Minster Dr. Bounthong Sitmany, who is spearheading the two committees. These committees created action plans and appointed various units to be responsible for various types of assistance, inviting foreign specialists to assist with the inspection.

On 19-20 August 2018, Dr. Bounthong Chitmany and Professor Shlies Anton from Switzerland along with his specialized team traveled out to inspect to situation with the collapse of Saddle Dam D and other areas of the dam and were joined by the Provincial Governors of Champasak and Attapeu.

 

Minister of Labor and Social Welfare and President of the National Disaster Prevention and Control Committee (NDPC) Khamphen Xaysompheng explained at the 2nd Ordinary Meeting between the Cabinet and Provincial Governors held on 17 September 2018 that “The total nationwide population affected was around 640,000 people, 130,000 households, 2,409 villages, and 115 districts, including 55 deaths, 2 injuries, and 100 missing people”.

 

The number of people affected in Phongsaly province amounted to 6 districts, 37 villages, 365 households, and 1,435 people with 167 houses partly damaged and 78 granaries partly damaged. The number of people affected in Louang Namtha province was 4 districts, 62 villages, 721 families, and 929 people with 47 houses partly damaged. The number of people affected in Bokeo province was 5 districts, 36 villages, 698 households, and 1,486 people with 15 houses and 5 granaries totally destroyed. The number of people affected in Oudomxay province was 7 districts, 239 villages, 11,645 families, and 68,456 people with a total of 31 houses totally destroyed, 179 houses partly damaged, and 16 granaries totally destroyed. The number of people affected in Xayabouly province was 8 districts, 40 villages, 1,056 households, and 5,422 individuals with 2 houses totally destroyed, 9 houses partly damaged, and 9,262 granaries partly damaged. The number of people affected in Luang Prabang province was 11 districts, 95 villages, 1,185 households, and 5,422 people with 2 houses totally destroyed, 9 houses partly damaged, and 9,262 granaries partly damaged. The number of people affected in Luang Prabang province was 11 districts, 95 villages, 1,185 families, and 5,734 people, which included 3 missing people and 10 deaths, with 70 houses totally destroyed, 51 houses partly damaged, and 12 granaries totally destroyed. The number of people affected in Houaphan province was 4 districts, 48 villages, 1,101 households, and 3,936 people. The number of people affected in Xiengkhouang province was 7 districts, 27 villages, 508 households, and 3,162 people, including 2 injuries and 4 missing people, with 120 houses totally destroyed, 11 houses partly damaged, and 85 granaries totally destroyed. The number of people affected in Xaysomboun province was 1 district and 82 villages. The number of people affected in Vientiane province was 4 districts, 26 villages, 2,837 households, and 7,452 people.

 

The number of people affected in Vientiane Capital was 6 districts, 128 villages, 7,595 households, and 37,009 people. The number of people affected in Bolikhamxay province was 6 districts, 193 villages, 8,228 households, and 41,396 people, among which there was one death, with 24 houses partly damaged. The number of people affected in Khammouane province was 10 districts, 435 villages, 32,004 households, and 132,432 people. The number of people affected in Savannkhet province was 15 districts, 411 villages, 37,714 households, and 191,677 people with 10 houses and 10 granaries totally destroyed. The number of people affected in Salavan province was 4 districts, 98 households, and 1,147 households. The number of people affected in Xekong province was 4 districts, 80 villages, 5,517 households, and 31,406 people with 4 houses totally destroyed and 26 partly damaged. The number of people affected in Champasak province was 10 districts, 336 villages, 15,069 households, and 87,238 people and the number of people affected in Attapeu province was 3 districts, 26 villages, 4,081 households, and 20,267 people, including 97 missing people and 40 deaths, with 1,520 houses totally destroyed”.

 

On 19 September 2018 at the National Convention Center, Deputy Prime Minister and President of the National Ad Hoc Disaster Management Committee Mr. Sonexay Siphandone and his committee declared that between July and September 2018 and since then, we have had a large number of tropical storms coming into Laos one after another, such as Son-tinh and Bebinca, which affected the lives, assets, and production land of the public and basic infrastructure across 17 provinces and Vientiane Capital, affecting 115 districts, 2,409 districts, 131,507 villages, and 639,437 households with 55 deaths, 2 injuries, and 100 missing people.

 

Sanamxay district in Attapeu province took the brunt of the damage and over 12 billion kip’s damage was caused to residential houses alone with 631.86 billion kip to the public works and transport sector, over 1,200 billion kip to the agriculture and forestry sector, and over 25 billion kip to the electricity sector while the health sector has yet to calculate the damages incurred thereto.

 

After the catastrophe in Sanamxay district, the government appointed a national ad hoc committee to respond to the natural disaster and the committee traveled out to provide guidance and leadership to provide emergency assistance. During this period, the manpower of 420 officers from the Ministry of Public Security (MPS) used vehicles and emergency assistance equipment to evacuate 4,399 people.

 

Together with this, the MLSW mobilized funding both domestically and from overseas to assist, including 844 parties, 19 from overseas. From 24 July until 12 September, over 20 billion kip was received along with 85 million baht and 13 million US dollars (exclusively the MLSW). The donations service in Attapeu province received over 50 billion kip. Consumables received as donations were distributed among those who had been directly affected by natural disasters nationwide and what was left over was then distributed to those affected by the disaster”.

 

Minister of Information, Culture, and Tourism Mr. Bosengkham Vongdala, gave an interview while attending the 2nd Ordinary Meeting between the Cabinet and Provincial Governors in 2018, explaining that “Whenever something happens in the country, irrespective of the province, it causes losses to tourist attractions and basic infrastructure for tourism, which then has a direct effect on bringing foreign tourists into the country to visit Laos. We estimate that we have lost 5 million tourists due to this.

 

Furthermore, the budgetary needs in providing continuing emergency assistance and relief, which could go on for a further two to three years, will be significant and there may be ill-meaning people who use the emergency situation in many ways for personal gain and the problem of baseless criticism on social media is still taking place, which is making the public skeptical and so forth.

 

Total donations from July to October 2018 totaled 20,131,098,403 kip, 13,622,983 US dollars, and 86,751,404 Thai baht. Together with this, we also received consumables and many other donations, which we are storing at three locations – one warehouse in Attapeu, one in Champasak, and another at the MLSW. The financial donations are being handled pursuant to a decision from the government.

 

In order to ensure short-, mid-, and long-term rehabilitation, the NDPC is in the process of conducting a survey to assess needs following the disaster and results are expected in October 2018. The assessment shall be able to help determine budgetary needs plans and the period for the implementation of the rehabilitation of each area – for example – public works, transportation, agriculture, and forestry along with housing, health, education, and so forth.

 

Therefore, in summary, resolving these situations with disasters nationwide, especially in Sanamxay district, shall gradually succeed and the lives and wellbeing of the public gradually put right. The repair of socio-economic infrastructure shall proceed and will – step-by-step – be permanently functional once more, among other things.

 

All of this is due to the efforts, and close-up guidance and leadership of the Party and State and the affixation of the ad hoc committees, including the relevant units from central through to local levels right through to public across the nation, who – of their own accord – focused all their energies and strength towards resolving the problem.

 

Focused tasks in the future include hurrying this assessment through and summarizing and compiling the losses which have arisen due to natural disasters nationwide so that they are accurate and then after having completed the loss assessment, we have to create rehabilitation plans to resolve mid- and long-term emergencies in order to implement the National Policy on Frugality.
