• ຫາກເພື່ອນຜູ້ອ່ານຕິດຕາມກອງປະຊຸມສະໄໝສາມັນເທື່ອທີ 5 ຂອງສະພາແຫ່ງຊາດຊຸດທີ່ VIII ທີ່ດໍາເນີນເປັນເວລາ 18 ວັນ ເຕັມໃນເດືອນ ມິຖຸນາ ຜ່ານມາຈະເຫັນວ່່າມີອັນພົ້ນເດັ່ນຫຼາຍຢ່າງພິເສດໃນກອງປະຊຸມຄັ້ງນີ້ໄດ້ມີ ມະຕິສະພາ ກ່ຽວກັບການຊີ້ແຈງອະທິບາຍຕໍ່ບັນຫາພົ້ນເດັ່ນທາງດ້ານເສດຖະກິດ-ສັງຄົມ.

ສະນັ້ນ ວາລະສານຂອງພວກເຮົາສະບັບນີ້ຈຶ່ງຂໍນໍາສະເໜີມະຕິກອງປະຊຸມສະພາວ່າດ້ວຍການຮັບຮອງເອົາການຊີ້ແຈງອະທິບາຍຂອງລັດຖະບານຕໍ່ກັບຄໍາຊັກຖາມຂອງສະມາຊິກສະພາບາງບັນຫາດັ່ງນີ້:

• ໂຄງປະກອບລາຄານໍ້າມັນເຊື້ອໄຟ; ຮັບຮອງເອົາການຊີ້ແຈງອະທິບາຍຂອງລັດຖະບານກ່ຽວກັບໂຄງປະກອບ ແລະ ມາດຕະການຄຸ້ມຄອງລາຄານໍ້າມັນເຊື້ອໄຟ; ນອກຈາກນັ້ນກອງປະຊຸມສະພາສະເໜີໃຫ້ລັດຖະບານເອົາໃຈໃສ່ບາງບັນຫາເພີ່ມເຕີມດັ່ງນີ້:

1. ຮີບຮ້ອນພິຈາລະນາ ຫຼຸດລາຄານໍ້າມັນເຊື້ອໄຟລົງ ໂດຍສະເພາະ ນໍ້າມັນກາຊວນ, ນໍ້າມັນແອັດຊັງທໍາມະດາ ທີ່ມີຜົນກະທົບສູງ ຕໍ່ການຜະລິດ ແລະ ການເປັນຢູ່ຂອງປະຊາຊົນ ໂດຍໃຫ້ມີການຄົ້ນຄ້ວາຄືນ ໂຄງປະກອບລາຄານໍ້າມັນເຊື້ອໄຟ ເພື່ອໃຫ້ສົມເຫດສົມຜົນ ແລະ ທຸກລາຍຮັບຂອງລັດຈາກນໍ້າມັນເຊື້ອໄຟຕ້ອງລວມສູນເຂົ້າງົບປະມານ ຕາມມາດຕາ 6 ຂອງກົດໝາຍວ່າດ້ວຍ ງົບປະມານແຫ່ງລັດ.
2. ສືບຕໍ່ຈັດຕັ້ງປະຕິບັດ ດໍາລັດຂອງນາຍົກລັດຖະມົນຕີ ສະບັບເລກທີ 331/ນຍ,​ລົງວັນທີ 27 ຕຸລາ 2017 ວ່າດ້ວຍທຸລະກິດນໍ້າມັນເຊື້ອໄຟ ເປັນຕົ້ນ ການປັບປຸງ ລັດວິສາຫະກິດນໍ້າມັນເຊື້ອໄຟ, ທຸລະກິດນໍ້າມັນເຊື້ອໄຟ ໃຫ້ໄດ້ມາດຕະຖານ ແລະ ສະໜອງນໍ້າມັນເຊື້ອໄຟທີ່ມີຄຸນນະພາບ.
3. ຄົ້ນຄ້ວາຊອກທາງອອກ ເພື່ອປະຫຍັດ ແລະ ຫຼຸດຜ່ອນຕົ້ນທຶນການນໍາເຂົ້ານໍ້າມັນເຊື້ອໄຟ ດ້ວຍນໍາໃຊ້ລົດທີ່ນໍາໃຊ້ພະລັງງານໄຟຟ້າ, ອາຍແກັສ ເພື່ອການຂົນສົ່ງມວນຊົນໃນຕົວເມືອງ.
4. ຄົ້ນຄ້ວາວິທີການ ແລະ ກົນໄກຄຸ້ມຄອງລາຄານໍ້າມັນເຊື້ອໄຟ ໂດຍມີການດັດສົມຊອງລັດ, ປັບລາຄານໍ້າມັນເຊື້ອໄຟ ໃຫ້ທັນສະພາບການເໜັງຕີງຂຶ້ນ-ລົງ ຂອງລາຄານໍ້າມັນເຊື້ອໄຟ ໃນຕະຫຼາດພາກພື້ນ ແລະ ສາກົນ.

• ການຈັດຕັ້ງປະຕິບັດ ວຽກງານພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກຕິດພັນກັບ ວຽກງານ 3 ສ້າງ.

ຮັບຮອງເອົາ ການຊີ້ແຈງ ອະທິບາຍ ຂອງ ລັດຖະບານ ແລະ ບັນດາມາດຕະການ ກ່ຽວກັບ ການຈັດຕັ້ງປະຕິບັດວຽກງານພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກ ຕິດພັນກັບວຽກງານ 3 ສ້າງ. ນອກຈາກນັ້ນ, ກອງປະຊຸມສະພາແຫ່ງຊາດ ສະເໜີໃຫ້ລັດຖະບານ ເອົາໃຈໃສ່ ບາງບັນຫາເພີ່ມເຕີມ ດັ່ງນີ້:

1. ເພີ່ມທະວີການຊີ້ນໍາ-ນໍາພາ ຂອງອຳນາດການປົກຄອງທຸກຂັ້ນ ໃນການຜັນຂະຫຍາຍ ມະຕິ ຂອງກົມການເມືອງສູນກາງພັກ ສະບັບເລກທີ 03/ກມສພ, ລົງວັນທີ 15 ກຸມພາ 2012 ແລະ ສະບັບເລກທີ 25/ກມສພ, ລົງວັນທີ 22 ທັນວາ 2014 ກ່ຽວກັບວຽກງານ 3 ສ້າງ ໃຫ້ກ້າວເຂົ້າສູ່ລວງເລິກ, ເປັນຮູບປະທໍາສອດຄ່ອງກັບຈຸດພິເສດ ແລະ ທ່າແຮງຂອງແຂວງ, ເມືອງ ແລະ ບ້ານ ໃນທ້ອງຖິ່ນຕົນ.
2. ເອົາໃຈໃສ່ຈັດຕັ້ງປະຕິບັດ ມະຕິກອງປະຊຸມສະພາແຫ່ງຊາດ ສະບັບເລກທີ 02/ສພຊ, ລົງວັນທີ 28 ມັງກອນ 2016 ເປັນຕົ້ນ ການສ້າງ ແລະ ປັບປຸງບັນດານິຕິກໍາໃຕ້ກົດໝາຍ, ການແບ່ງປັນຜົນປະໂຫຍດ ລະຫວ່າງ ແຂວງ, ເມືອງ ແລະ ບ້ານ ໃຫ້ມີຄວາມເໝາະສົມ ສອດຄ່ອງກັບຄວາມສາມາດສະໜອງງົບປະມານຂອງລັດ, ມີການສຶກສາອົບຮົມ, ປຸກລະດົມຂົນຂວາຍ ທຸກພາກສ່ວນຂອງສັງຄົມປະກອບສ່ວນເຂົ້າຮ່ວມວຽກງານດັ່ງກ່າວ ຢ່າງເປັນເຈົ້າການ ແລະ ບັນດາຄາດໝາຍ ດ້ານພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກ ຕາມທີ່ໄດ້ກໍານົດໄວ້ໃນ ມະຕິ ສະບັບເລກທີ 075/ສພຊ, ລົງວັນທີ 17 ພະຈິກ 2017 ໃຫ້ປະກົດຜົນເປັນຈິງ ແລະ ບັນລຸຕາມຄາດໝາຍ.
3. ສືບຕໍ່ຈັດຕັ້ງປະຕິບັດ ດໍາລັດ 468/ນຍ, ລົງວັນທີ 10 ພະຈິກ 2010 ເປັນຕົ້ນ ການປະຕິບັດນະໂຍບາຍຕໍ່ພະນັກງານ-ລັດຖະກອນ ທີ່ປະຕິບັດໜ້າທີ່ວຽກງານ ຢູ່ເຂດຫ່າງໄກສອກຫຼີກ ທຸລະກັນດານ ໃຫ້ເປັນຮູບປະທໍາ.
4. ກວດກາຄືນ ແລະ ກໍານົດແຈ້ງພາລະບົດບາດ ຂອງຂະແໜງທີ່ກ່ຽວຂ້ອງ ກ່ຽວກັບວຽກງານພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກ ເພື່ອໃຫ້ມີຜູ້ຮັບຜິດຊອບ ຢ່າງຂາດຕົວ ໃນການຈັດຕັ້ງປະຕິບັດວຽກງານດັ່ງກ່າວ ເປັນຕົ້ນ ການສ້າງແຜນການ, ແຜນງານ, ໂຄງການພັດທະນາ ຮັບປະກັນໃຫ້ແກ່ການນໍາໃຊ້ງົບປະມານ 10% ຂອງບ້ວງການລົງທຶນຂອງລັດ ເຂົ້າໃນວຽກງານດັ່ງກ່າວ ຢ່າງມີປະສິດທິພາບ ແລະ ປະສິດທິຜົນ.
5. ກວດກາຄືນ ແລະ ຈັດບຸລິມະສິດ ບັນດາຈຸດສຸມຕ່າງໆ ທີມີຄວາມຈໍາເປັນເຂົ້າໃນແຜນການລົງທຶນຂອງລັດ ໃຫ້ແທດເໝາະ ແລະ ສອດຄ່ອງກັບຄວາມສາມາດຂອງການສະໜອງງົບປະມານ ໃນແຕ່ລະປີ, ສ້າງໃຫ້ເປັນຈຸດສຸມຕົວແບບ ເພື່ອຂະຫຍາຍຈຸດສຸມອື່ນ ໃນຂອບເຂດທົ່ວປະເທດ.
6. ຂົນຂວາຍແຫຼ່ງທຶນ ແລະ ນໍໃຊ້ທ່າແຮງການລົງທຶນຂອງພາກເອກະຊົນ ເຂົ້າໃນວຽກງານການພັດທະນາຊົນນະບົດ ແລະ ລຶບລ້າງຄວາມທຸກຍາກໃຫ້ຫຼາຍຂຶ້ນ ພ້ອມທັງຊຸກຍູ້ ສົ່ງເສີມ ແລະ ປະຕິບັດນະໂຍບາຍຜູ້ມີຫົວຄິດປະດິດສ້າງໃນທ້ອງຖິ່ນ ນໍາພາປະຊາຊົນທໍາການຜະລິດ, ປັບປຸງຊີວິດການເປັນຢູ່ ໃຫ້ດີຂຶ້ນເປັນກ້່າວໆ.

 Important Resolutions Adopted by the National Assembly

• If you followed news on the 5^th Ordinary Session of the National Assembly 8^th Legislature, which was held for 18 days in June, you would probably have witnessed the adoption of resolution on the explanation of hot economic and social issues.

Therefore, in this issue of Target Magazine, we would like to introduce to you resolutions from the parliament’s meeting on the adoption of answers of the Government, to questions raised by parliament members, as following:

• Fuel price structure; adopted Government’s explanation on the structure and measures in managing fuel price; the meeting also proposed some other issues which require Government’s attention, such as:

 

1. Urgently consider reducing fuel price, especially for diesel and benzene, which highly affects the production and people’s daily life. A revision is needed in order to set a reasonable fuel price. All income gains from fuel must be centralized into the state budget in accordance with the Article 6 on the Law of State Budget.
2. Continue to implement the Prime Minister’s Decree No. 331/PM, dated October 27, 2017, on Fuel Business, especially on the improvement of Lao State Fuel and fuel business, to ensure meet a standard for supplying quality fuel.
3. Seek ways to save and reduce cost of importing fuel by using electric or gas vehicles ,for  transport in urban cities.
4. Study methods and mechanism for managing fuel price through Government’s adjustment of fuel price, based on the fluctuation of the fuel price in both regional and global markets.

 

• Implement rural development and poverty eradication work in collaboration with the 3-build directives.

 

Adopted Government’s explanations and measures on implementing rural development and poverty eradication work, in collaboration with the 3-build directives. In addition, the National Assembly’s meeting proposed the Government to pay close attention on the following issues:

 

1. Pay more attention on guiding and leading authority at all levels to deeply and practically implement the Politburo’s Resolution No. 03/POL, dated February 15, 2012 and No. 25/POL, dated December 22, 2014, on the 3-build directives in compliance with the special features and comparative advantages of the provinces, districts and local villages.
2. Be attentive on implementing the National Assembly’s resolution No. 02/NA, dated January 28, 2016, particularly on the establishment and improvement of juristic acts, proper distribution of benefits among provinces, districts and villages based on state budget. Educate and mobilize all parties of society to contribute and realize all targets related to rural development and poverty eradication, as defined in the resolution No. 075/NA, dated November 17, 2017.
3. Continue to practically implement the Decree No. 468/PM, dated November 10, 2010, especially the granting of incentives upon public servants, who are posted in remote areas.
4. Review and clearly designate roles of relevant sectors regarding rural development and poverty eradication work, to ensure a responsible person for each work, especially for creating plans, programs and development projects, while guaranteeing the most effective and efficient use of 10% of the Government’s budget.
5. Review and prioritize concentrated areas needed to be added into Government’s investment plan properly in compliance with the funding ability for each year. Establish such concentrated areas into a model for further expansion and replication in other areas throughout the country.
6. Mobilize financial sources and utilize private investment in rural development and poverty eradication while supporting, promoting and granting incentives to local people with creativity. Lead and help people with their production and improvement of their living conditions.
