Lao women have a

long tradition of operating as entrepreneurs

Ms. Chanthachone Vongsay, is one woman who has never given up. She has managed to overcome countless obstacles in life through trial and error before being able to reach her current position. During this journey she has continually pursued new experiences that have led to self-improvement. Because she regards her family as the most important part of her life, she creates opportunities to spend time with them at least once per month.  However her
busy schedule requires planning three months ahead to allow enough time to talk her children, teach them, help them to solve particular problems, and engage in other family activities.

In this month’s issue of our magazine, we had the honor of interviewing Ms. Chanthachone Vongsay, Vice President of the Lao National Chamber of Commerce and Industry, President of the Lao Business Women’s Association, and a Central Committee Member of the Lao Front for National Reconstruction. She is also a Member of the ASEAN Women’s Entrepreneurs Network, an ASEAN Women’s Committee Member of the Chamber of Commerce, Vice President of K&C Group, and the wife of Mr. Kitsana Vongsay, President of K&C Group.  During
her career she has served four terms as the Vice President of the Lao National Chamber of Commerce and Industry (LNCCI), and was the previous Managing Director of Lao Brewery Company Limited.

  • Brief biography (in Ms Chantachone’s own words)

I attended Bor Oh Primary School in Hadxayfong District before pursuing my secondary education at Lycee de Vientiane. In 1975, I went to France to study accounting and secretarial skills, and then graduated in 1977 before returning home as part of the first group of accomplished students. After independence, Lao PDR needed talented students who had been educated overseas to return home and participate in the nation’s development. Firstly I was appointed as a public official at the Ministry of Industry and Commerce and was later transferred to the Lao Brewery Company as it needed an accountant. From 1977 to 1985, I held various positions including accounting assistant, a member of the foreign relations staff, as well as personal secretary to Mr. Aiem Norasing who was the Managing Director of the company at the time.

After giving birth to my third child in 1985, I requested permission  to pursue a Bachelor Degree in Education at Dong Dok University. After graduating I worked as a receptionist at the Lane Xang Hotel  for two to three years. During this time, a Thai friend asked whether I was interested in setting up a business.

  • First business

After consulting my family, I decided to invest in a joint venture garment business with German and Thai partners which exported clothes to European countries. In 1991 we built a factory in Souanmone Village and then began production in 1992. Later in 1995, I became a member of the Garment Association which gave me the opportunity to help the LNCCI with
operations both within and outside of the country. These circumstances also enabled me to engage in social work, meet with both domestic and foreign entrepreneurs, as well as other important people contributing to Lao society. Because the garment industry is now highly competitive, I decided to sell all my shares to foreign investors and to concentrate
on other business opportunities. The initial investment was financed through my joint venture partners and a World Bank private business loan of US $300,000, which I was able to repay with interest within a period of five years.

  • Business expansion

The next venture involved opening a factory with Lao colleagues to manufacture card board boxes to pack garments for export. After this, I invested in the printing business and was later involved in various SMEs with close friends.

  • Why are most of your investments joint ventures?

I prefer to invest with friends, rather than on my own. This is a lesson I have learned
through my parents’ experience. Investing with friends mitigates risks, while at the same
time each individual brings new ideas, experience, client networks and so on, which
can all contribute to the sustainable growth of the business. Of course, I might receive
less individual revenue compared to being the sole investor, but there is also less risk.

  • How do you set your business targets?

After my children graduated from secondary school, I sent them to Australia
for higher education as I felt it would be good for their future. In 2004, I established
the family-run K&C Group while waiting for my children’s return and participation in the
group’s future. When my daughter returned to Laos, we decided to diversify our
business into other areas, such as the food industry, travel, beauty, hotels, apartments,
and rented accommodation just to name a few. To date, the K&C Group has increased
its business interests through joint ventures with foreign brands such The Pizza Company,
Swensens, Texas Chicken and Dairy Queen. We have also established joint ventures
with foreign investors to import and sell Land Rover, Jaguar and Ford. We also created
favorable conditions for my children to diversify our business into areas of their own
interests such as the education sector, the restaurant industry and other management
areas. I should also note that the K&C Group has contributed as a model business
in Laos by fully complying with relevant laws and paying all required taxes.

  • Public service

In collaboration with the Lao Women’s Union we initiated the Aphone Lao Contest
in 2006 which provided a model for the Miss Lao Contest. This was organized three
years later in conjunction with the Ministry of Information, Culture and Tourism  to showcase
Lao women from all ethnic groups and enable them to define themselves by their dress, attitudes and customs. The event received positive feedback from both domestic and international audiences. After organizing the event for five years, we decided to stop staging the contest so that we were able to focus on other businesses.

I had the opportunity to participate in many of the Lao Women’s Union’s projects
when it was under the leadership of by Mme Sysay Leudetmounsone. I acted as the
Vice Head and my project assistant was Ms. Vilayvieng Phimmasone. Other members
of our project team included Ms. Chanthao Pathammavong as the Head and also
Dr. Souvanpheng. In our positions we assisted each other in managing activities
that promoted female entrepreneurs in Lao PDR. In 2004, we requested permission to
officially found the Lao Women’s Business Association in affiliation with the Lao National
Chamber of Commerce and Industry with Ms. Chanthao Pathammavong as the
President and myself as the Vice President. After Ms. Chanthao Pathammavong retired
in 2014, the Association hosted the 2nd session to elect new administrative members
and I was selected as the President. We had to move our office from the Chamber
of Commerce because of office renovations and ended up at the K&C Group building
at Sisavath Village, Chanthabouly District, which is where we have operated since. In
2016, I was elected as the Vice President of the Lao National Chamber of Commerce
and Industry as well as a Central Committee Member of the Lao Front for National
Reconstruction.

  • From your perspective, what are the strengths of Lao female entrepreneurs?

In my opinion, Lao women are on equal footing to other women in the world once
they are truly determined to do business. We should support their passions, by providing  the opportunity to begin school at an early age. If women have trade and
business skills, this knowledge can benefit their family’s well-being.

I have seen that nowadays woman are often equally educated as men. In the
process they have become braver, more expressive, while displaying patient
perserverance and proven their ability to do jobs that were previously dominated by men. Lao women have a long tradition of operating as entrepreneurs. As we can see,
most of the retail vendors at the markets are women who work diligently in order to
support their families. I have also noticed that women are more thorough in financial
management. I do not think that it is difficult for Lao women to do business. They just
need to have clear goals, discipline and a financial plan so as to be able to invest in
a business systematically. Moreover, they must continuously investigate new markets,
continue learning, seek the advice of experienced business operators, work hard,
and be honest and loving

  • Visions and lessons you have held on to I never thought that I would reach this
    stage in my life, but I should be grateful for the passion, diligence, tolerance and
    determination that has driven me to continuously explore new experiences without giving up. My main objective is to work for my family’s happiness and my children’s future. My vision is to keep doing my best to run profitable businesses to support my family and employees whom
    I regard as members of my own family. I will continue to fully comply with the tax
    requirements through which I can contribute to the development of society as well as the
    country.

It is incredibly important for family members to hold together. Everyone in the
family must be aware of each problem as it occurs so that they are able to help each
other. We must have a far-reaching vision and a detailed plan. We need to know what
we like, what we want and the reasons why. For example, if we are interested in
investing in a particular business, we should know where to access the necessary capital.
We should know the market and competitors. Some people might ask if we are able to
set up a business if we do not have the finances. I would say yes, this is possible.
Currently, there are commercial banks, and micro-finance institutions which are able to
provide SME funds for us. All you need is a clear goal and business plan before
applying for a loan. New entrepreneurs who may need suggestions are able to discuss
options  with relevant organizations, such as the Chamber of Commerce, and the
Lao Business Women’s Association, just to mention a few.

  • How is the family unit, especially the role of the husband, important in
    supporting women’s involvement in business?

I think the family unit is actually the most important factor. If a family lacks harmony
or does not have enough money to support itself, life will be difficult. Women face many
considerations and worries due to other major tasks including ensuring enough food
for the family. Another consideration is the fact that it can still be difficult for women
to take out a loan or build up trust with customers without the support of men.
Husbands should encourage their wives, act as advisors, offer support in helping to solve
problems, and maintain peace within the family and ensure that it remains a solid unit.

  • How have you handled previous challenges?

In the running of my businesses, I have been faced with various issues and
challenges. Sometimes I made profits, and sometimes I suffered losses. The most
important thing is that I have never given up. I always had to examine my situation and
uncover the causes of problems before being able to solve them. As I said before, I
am not alone. My children, husband, team and friends with experience have been able
to help me along the way, and I have also had the assistance of banks  through their
counseling services.

  • How can Lao women advance into the international arena?

Firstly they must be knowledgeable, and secondly they must also be capable.
Furthermore they need to be well aware of both regional and international economic
conditions. Importantly they have to learn from those with experience, and know how
to apply such knowledge in a suitable and practical way.

  • Closing

I would like to encourage women from all of Lao PDR’s ethnic groups who wish
become involved in business not to be afraid and to never give up. It does not matter if
you do not have the necessary finances. There are many banks and organizations
that are ready to support SMEs. You are also able to seek advice from the Lao
Business Women’s Association. We are happy to help and provide you with
guidance, and you are also able to learn from people that you know who have run
businesses before. After learning more about your business, you can start your own
business and be successful.

By earning enough to support yourself, your business will be able to contribute to
the nation’s socio-economic development in the same manner as in developed
countries, and thereby help to achieve social peace and stability.
